Child DevelopmentEarly Childhood Education and LearningAttendance to pre-school education in an organized learning or child education program is important for the readinessof children to school.Fifteen percent of children aged 36-59 months are attending pre-school (Table CD.1). This percentage is lower amongchildren aged 36-47 months (5 percent), compared to those aged 48-59 months 25 percent. Among children aged 36-59 months, attendance to pre-school is more prevalent in the West Bank region (17 percent) than in Gaza Strip with 13percent. Clear variation by governorate is noticed for pre-school attendance which is the lowest is in Nablus and GazaGovernorates (7 percent each) and the highest was in Qalqiliya governorate about 33 percent followed by Jericho &Al-Aghwar) governorate with 30 percent, all other governorates ranged between 9-23 percent. Significant differentialsexist by socioeconomic status; 26 percent of children of the richest households attend pre-school, while the figuredrops to nine percent the poorest households.It is well recognized that a period of rapid brain development occurs in the first 3-4 years of life, and the quality of homecare is the major determinant of the child’s development during this period In this context, engagement of adults in activitieswith children, presence of books in the home, for the child, and the conditions of care are important indicatorsof quality of home care. Children should be physically healthy, mentally alert, emotionally secure, socially competentand ready to learn.Information on a number of activities that support early learning was collected in the survey. These included the involvementof adults with children in the following activities: reading books or looking at picture books, telling stories,singing songs, taking children outside the home, compound or yard, playing with children, and spending time withchildren naming, counting, or drawing things.95
