This confusion is common among teachers, and alsoamong many parents and school principals. Confusion also exists about the roles and responsibilities ofACEs and CDEs.Beginning and Development of EDUCOIn its 17 years of history, there have been constant changes and modifications to EDUCO’s policies,procedures, and support. Table 2 compares four main periods in the Program’s history. An interestingaspect of EDUCO’s history, beyond the expansion of coverage, is that it has maintained the involvementof parents, especially in rural areas. Annex 1 describes the different stages of its development in greaterdetail.It is important to stress that EDUCO has evolved throughout its history. The strategic review presentedin this document is part of an evolving process, and does not necessarily represent a radical break withthe past.12
