The authenticity of this document has not been verified by Aegis. If genuine, it is highly significant – taken with the
other documents reproduced here, it show s that the troubles in Darfur are organised and pre-meditated.
This document is brief but lays out a blatant strategy for the exclusion of Africans from society and the destruction of
the fabric of their societies.
Its key elements are:
Exclusion from state prov ision and from local serv ices
Exclusion from positions of influence
Exclusion from education
The social fabric is to be destroy ed by the follow ing:
Disruption of economic activ ity
Creation of insecurity
Targeted killings of key people in their societies

1. Dominance of the Arab race in Darfur cannot be gained except by armed struggle.
2. The regional government in Darfur should be destabilized by all possible means. It should be stopped from
achieving economic and sociological reforms.
3. All government services in the Zurga (Black) areas should be curtailed and life be made difficult for the Blacks
(Negro) people so that they feel unsafe, unprotected and unable to survive.
4. Arab volunteers should infiltrate the Zurga areas and be ready to fight.
5. Every possible effort should be made to create conflict and friction amongst the African (Black) tribes of Darfur
to destroy their unity and weaken their resolve.
6. Furthermore those members of the Arabic Gathering who occupy positions of influence should strive to deprive
the areas with a majority of black people of the basic health, education and security services. Schools in Black
areas should be closed and educated African people should not be allowed to occupy influential government
posts.
