No date has as yet been set for convocationof the constituent assembly. No elections to the St. PetersburgCity Council have as yet been appointed. Thepeople’s militia is being placed under the supervision ofrural and urban local government bodies which, in accordancewith the Stolypin law, were elected only by capitalist andthe richest landowners. Governors are being appointed fromthe landowning class—and this is “freedom”!2.
