Section 10: Overview of Educator Certificationhttp://ed.sc.gov/agency/se/Educator-Certification-Recruitment-and-Preparation/Certification/CERTIFICATION REQUIREMENTSEach state in the United States requires a person to have a certificate or license to teachin its public school. This requirement protects the students and helps insure that all children inthe United States are taught by highly qualified teachers who have met the establishedstandards of quality through their teacher preparation program.<strong>The</strong> <strong>Citadel</strong> Teacher Education teacher candidates will be recommended <strong>for</strong> certificationin the state of South Carolina only if they have met all the School of Education requirements asoutlined in the course catalog or official program of study. Verification of College PreparationRecommendation <strong>for</strong> Teacher Certificate is signed by the Dean in the School of Education onlyafter ALL requirements have been successfully met. This <strong>for</strong>m is sent to the South CarolinaState Department of Education, Office of Educator Certification who then give final approval andissue the official certification. Typically this process takes from 4 – 12 weeks to be completed.South Carolina certification status can be accessed through the follow web address:https://scteachers.ed.sc.gov/apps/mycert/logon.cfmFor teacher candidates considering certification or licensure in another state, a candidateshould obtain his or her South Carolina certificate first. Many states have reciprocityagreements with South Carolina. <strong>The</strong>se agreements make it possible <strong>for</strong> a person to bequalified <strong>for</strong> initial certification or licensure in those states.SOUTH CAROLINA TEACHER APPLICATION SYSTEM<strong>The</strong> (CERRA) maintains South Carolina’s state-wide teacher application system. Thissystem allows a teacher who is seeking a teaching position to file one common application online,to learn about job openings throughout the state and to post or activate her or hisapplication <strong>for</strong> school districts to view. Creating a profile through the application can be startedduring the student teaching internship.<strong>The</strong> South Carolina Teacher Application System can be accessed through CERRA at:http://www.winthrop.edu/scteach https://www.winthrop.edu/scteachSTANDARDS OF CONDUCT FOR SOUTH CAROLINA EDUCATORSPursuant to State Board of Regulations 43-58, the State Board of Education has the legalauthority to deny, revoke, or suspend a certificate, or issue a public reprimand, <strong>for</strong> the followcauses: Incompetence, Willful neglect of duty, Willful violation of the rules andregulation of the State Board ofEducation, Unprofessional conduct, Drunkenness, Cruelty, Crime against the law of this state or theUnited States, Immorality, any conduct involving moralturpitude, Dishonesty, Evident unfitness <strong>for</strong> the position <strong>for</strong>which one is employed, Sale or possession of narcotics, Obtaining or attempting to obtain acertificate by fraudulent means orthrough misrepresentation of materialfacts, Failure to comply with the provisions of acontract without the written consent of<strong>The</strong> <strong>Citadel</strong>, School of Education 56
