Technical problemsrelating to their waste disposal wereof primary importance and further emphasizedthe need for more adequatelaws relating to stream sanitation.The laboratory of the U. S. GeologicalSurvey, located in the State Laboratoryof Hygiene, continued to cooperatein supplying us with information regardingpublic and industrial watersupplies in the State as to their chemicalcontent. The work began last year inconnection with the State Highway andPublic Works Commission also continued.Fairly complete analyses of thewaters of the prison camps are nowavailable.Surveys and inspections were made ofall interstate carrier watering points andwater supplies, and reports were furnishedthe U. S. Public Health Service asone of our cooperative projects withthem. We also worked with the PubUcHealth Service and the National ParkService in connection with sanitationproblems created by the constructionand paving of the Blue Ridge Parkway,'because of its relation to some of ourmunicipal mountain water supplies.Continued efforts were put forth topromote the proper disposal of garbageand refuse through the sanitary landfillmethod. The most outstanding projectin this field was the establishment of asanitary landfill by Durham County, andthe provision of county-wide garbagecollection service. Landfills were also installedat Black Mountain, Fontana,Hendersonville, and Brevard.Considerable time was given by theEngineering Section to conferences withofficials of Sanitary Districts in connectionwith financing problems, developmentof plans, and other matters relatingto the establishment of proper sanitationfacilities within these areas. Preliminarywork was done toward thecreation of three new districts.The program of approving water andsewerage facilities at FHA insuredhomes is rapidly expanding, and the inspectionand approval of subdivisionswere continued. It is expected that housingproblems brought about in certaindefense and military areas will alsogreatly increase this activity during thecoming year.SANITATION SECTION—R. L. Caviness,ChiefA number of activities which we belivewill have considerable impact uponthe future development and progressof our sanitation activities were inaugurated,or further developed. One projectof considerable importance was carriedon in connection with the VocationalAgriculture teachers through the StateDepartment of Public Instruction. Thiswork consisted of demonstrations heldthroughout the State for teachers of vocationalagriculture in the proper constructionand installation of residentialtype septic tanks. Our engineers andsanitarians worked with these groups,and it is believed that better constructionand promotion of facilities at ruralhomes will be forthcoming. Considerableemphasis was also placed on maintenanceand construction of sanitary priviesin those areas where municipal waterand sewerage are not available. A largenumber of the local health departmentshave neglected this work during recentyears, and through the efforts of thisoffice more interest is being shown inrural sanitation activities by the localhealth departments.A cooperative project was also workedout with the Schoolhouse PlanningDivision of the Department of PublicInstruction whereby our engineers reviewand work with this group in theapproval of plans for new schoolhouses,water and sewerage for these schools,and in the design of proper facilities forcafeterias and lunchrooms. We beUevethat the program started this year willprove of considerable value, particularlyin view of the large schoolhouse constructionprogram underway throughoutthe State.As mentioned in my report last year,laboratory facilities for the examinationof shellfish were sorely needed.
