domestic violence, advice and practical assistance to develop and implement appropriate responsemechanisms, and support to establish Domestic Violence Units or equivalents). Feedback alsoindicated that while other actors in society had been promoting domestic violence issues, the policewere perceived as "not on board" and the PPDVP has helped police to become active in this area.25. The PPOVP is implemented as a multi-country programme plus a regional component. This enablesthe programme to respond specifically to the identified needs in each of the five participatingcountries. A lower level of support provided to the "linked" countries and across the region, helps toimprove capacity and capability and allow for the use of standard operating processes across theregion. This is seen by respondents as an appropriate way to respond to identified needs within thePacific, within the available funding and resources of the New Zealand Aid Programme and NewZealand Police.Summary from questionnaires: Relevance across all four PPDVP objectives:[I] = 0; 121 = 1; [3] = 4; [4] = 17; [5] = 16; I61 = 28; DNK = 10; N/A = 0Ranking Scales:[l] = very low/poor; [Z] = poor; [3) = below average; [4] = above average; 151 = good; [6] =very hlgh/excellent.DNK =Do not know; N/A = Not appllcableQuality IndicatorRelevanceExplanationThere is growing recognition across the Pacific of the need to addressSGBV, including domestic violence; the PPDVP is seen as an importantcomponent of the regional and national response. SGBV impacts onsustainable economic development, and preventing domestic violence isa key element in achieving safe and secure communities: both elementsof the New Zealand Government's International Development PolicyStatement. The PPDVP is aligned with the statutory functions and foreignpolicy objective of the Policing Act 2008, and complementary to otherprogrammes undertaken in the Pacific by NZ Police. The PlCP hasendorsed the PPDVP, and Pacific Police Services consider it is relevant andmeets their needs.Rating (1-6)5Effectiveness26. The PPDVP was well set up originally with clarity on what it wanted to achieve and how this might bereached. It was based on learnings from previous New Zealand Police implemented and NewZealand Aid Programme funded gender and domestic violence projects in the Pacific. There wasconsiderable level of planning, plus Pacific consultation, prior to development of the designdocument.27. Some changes over the duration of the programme are measurable, for example the number ofreported domestic violence incidents, police domestic violence policy and procedures in place; otheroutputs such as changes in attitude and approach are less tangible. The PPDVP lacked a detailedmonitoring and evaluation (M&E) framework with a consistent process and agreed indicators againstwhich to monitor progress, until the 2010/11 year. Without such agreed measures and indicators ofchange, this evaluation has used reported/anecdotal evidence of change as the basis for assessmentof effectiveness. The evidence has been triangulated across existing documentation such asprogramme reports and Baseline Updates, one field visit, and responses from the evaluationparticipants.2s. The PPDVP has been implemented in-country at a pace which was suited to the five participatingcountries, and resisted forcing the pace of change. The Programme Design Document noted (pll)that "Achievement of a safer Pacific free from domestic violence is a long-term goal. The currentprogramme is for an initial period of five years, although on-going support may be necessary beyondPPDVP Evaluation Report Page 5
