Assess whether including a secondary focus <strong>of</strong> non-participating countries in the <strong>PPDVP</strong> (underobjective 1 <strong>of</strong> design) has provided (or has detracted from providing) value for money, and makerecommendations for whether NZ Police PPOVP support to any non-participating countries shouldcontinue in any future phase <strong>of</strong> support, and if so, to what extent and how NZ Police should addressany support to non-participating countries in any future phase <strong>of</strong> support (including scope, focus,and scale <strong>of</strong> support).Objective 2: Recommendations for further assistance (if any) including what form <strong>of</strong> assistance(focus, scope, scale, duration, and resaurcing) this should take? Provide a high-level design: goal,objectives, an'd outputs for any follow-up phase.14. Taking into consideration the above findings make recommendations to reinforce and/or revisethe <strong>PPDVP</strong> goal, objectives, and outputs (in relation to the 5 country programmes, and any nonparticipatingcountry component), duration, and resourcing for any follow-up phase.15. In making any recommendations for reinforcing and/or revision <strong>of</strong> design for any future phase <strong>of</strong>support, also give specific consideration to whether NZ Police should extend the scope/focus <strong>of</strong> itsassistance and be the lead service provider on non-policing areas such as counselling for victims and<strong>of</strong>fenders, working with churches (or remain focussed on capacity development <strong>of</strong> its counterpartPIC Police Agency, with other A/NZ or <strong>Pacific</strong> providers such as RRRT, MSD, FWCC taking the lead onnon-policing SGBV areas)?- -MethodologyIThe contractor(s) must undertake an evidence-based approach to all stages <strong>of</strong> the evaluation anddata, analysis, and findings, conclusions and recommendations must be demonstrably evidencebased(both quantitative and qualitative) and triangulated and presented in a clear and transparentmanner. The evaluation methodology and approach should be set out in detail in the evaluationplan. The contractor(s) will submit an evaluation plan to MFAT for approvali5 prior tocommencement <strong>of</strong> the evaluation.Consideration should be given to the New Zealand Aid Programme's mainstreamed and cross-cuttingissues, including human rights, gender equality, and conflict prevention and peace building. Theevaluation will use a consultative approach and must be conducted in a pr<strong>of</strong>essional and ethicalmanner and comply with the Development Assistance Committee (DAC) <strong>Evaluation</strong> QualityStandards.The evaluation will not involve travel to the <strong>Pacific</strong>. It will incorporate a desk review, face-to-faceinterviews with Wellington-based stakeholders, and telephone interviews with stakeholders outsideWellington.The evaluation plan, questionnaires (if any), checklists <strong>of</strong> questions and a summary <strong>of</strong> survey resultsshould be appended to the evaluation report.Management and Governance <strong>of</strong> the <strong>PPDVP</strong> <strong>Evaluation</strong>MFAT is commissioning an evaluation <strong>of</strong> the <strong>PPDVP</strong>.
