The Screening Guide for Mainstreamed and Cross-Cutting Issues will be consulted throughout theevaluation process. During the analysis <strong>of</strong> information, attention will be paid to theprovision/availabitity <strong>of</strong> sex disaggregated data.Addressing cross-cultural issuesSteps to address cross-cultural issues, identified under Constraints, include asking Posts:(i) their views on selection <strong>of</strong> key people to contact in-country(ii) titles and correct spelling <strong>of</strong> names(iii) advice on protocol and processes for seeking information from selected respondents(iv) whether Post would prefer to make contact with identified respondents, prior toevaluator contacting them to ask for an interview (by telephone, except for selectedrespondents in the Cook Islands) and/or emailing a questionnaire(v) whether Post would be willing to follow up to encourage responses to the emailedquestionnaire(vi) for a short briefing before beginning face-to-face interviews in Cook Islands(vii)whether an LES might be available to accompany evaluator for some <strong>of</strong> the meetings inCook IslandsThis is being conveyed to Posts through a MFATcable, and will be followed up through emails by theevaluator.Ethical issues:An explanation <strong>of</strong> the purpose <strong>of</strong> the questionnaire or interview and how the information will beused, plus an edited TOR, will be provided to those asked to respond.Information from interviews and questionnaires will generally be synthesised for use in the reportand the respondents will be anonymous. Permission will be sought from the respondent beforeusing a direct quote in the report.Every effort will be made to ensure the report does not contain material that may damage aperson's career or reputation, damage the reputation <strong>of</strong> an organisation, or harm relationshipsbetween key stakeholders. Where it is felt that such material is required for the integrity androbustness <strong>of</strong> the report, the material will be placed in a confidential annex.Key Questions for semi-structured, face-to-face and phone interviewsEach interview will be guided by a set <strong>of</strong> questions from those listed below. The questions havebeen designed to address the four DAC criteria <strong>of</strong> Relevance, Effectiveness, Efficiency (includingValue for Money), and Sustainability; and the five objectives <strong>of</strong> the <strong>PPDVP</strong>.Each interview will be preceded by an emailed letter explaining the reason for the interview andwhat will be done with the information, and setting out the topics to be discussed. Each personinterviewed, other than MFAT staff, will also be sent an electronic questionnaire (note: those MFATstaff who have had close engagement with the <strong>PPDVP</strong> eg DPM, M&E Advisor, Finance & BudgetManager will be sent a questionnaire). The interview questions touch on the same areas as thequestionnaire but enable the evaluator to interact with the respondent and probe for more in-depthresponses.For all participants:Are you willing to have your name included in an annexed list <strong>of</strong> evaluation participants?<strong>PPDVP</strong> <strong>Evaluation</strong> <strong>Report</strong> Page 48
