Set-up public address system;Use cell phone short messages, walkie-talkies, messengers <strong>and</strong> any other meansneeded to communicate between school, emergency services <strong>and</strong> district office asneeded;Relay official communications from IC to staff <strong>and</strong> students in assembly area, <strong>and</strong>parents <strong>and</strong> public as needed.The Operations Branch Leader responsibilities are to:Open emergency supplies bin;Mobilize operations teams as needed <strong>and</strong> assign <strong>and</strong> supervise operations teamleaders;Maintain contact with Incident Comm<strong>and</strong> Center;Receive reports from team leaders;Maintain list of fires discovered <strong>and</strong> status;Receive list of missing/unaccounted students.<strong>Disaster</strong> <strong>and</strong> <strong>Emergency</strong> <strong>Preparedness</strong>: <strong>Guidance</strong> <strong>for</strong> SchoolsFire suppression/Light search <strong>and</strong> rescue/Damage assessment <strong>and</strong> utilities control teamsare expected to immediately assemble at the emergency supplies container to obtain safetyequipment. Responsibilities are:Extinguish small fires immediately with distributed fire suppression equipment byall trained staff or older students without waiting <strong>for</strong> mobilization;Place rescuer safety first. Use good judgment in each situation;Three-member teams to search assigned areas by building <strong>and</strong> floor <strong>and</strong> check <strong>for</strong>missing students;Three-member teams to check <strong>and</strong> turn off utilities as needed <strong>and</strong> assess damage;Check every room in the assigned buildings looking <strong>for</strong> any person(s) who arehurt or need rescue assistance. Begin on the first floor <strong>and</strong> work up;Ensure everyone is out of the building(s). Escort people out of building in normalmanner via stairs, halls, <strong>and</strong> doorways whenever feasible. Send stragglers to theassembly area;Place an “X” with chalk on doors of empty rooms;Provide first aid on site, as long as you are not in danger;Transport non-ambulatory injured to first aid treatment area, only if it is dangerousto remain;Spend no more than one minute with each found victim;Record the location of victim on emergency response team log;34
