A Cardholder may be delegated micro-purchase authority to purchase supplies,equipment, and non-personal services authorized by law. Volume I of theGovernment Accountability Office (GAO) Appropriations Law explains thatfederal funds are made available for obligation and expenditure by means ofappropriation acts and the subsequent administrative actions which releaseappropriations to the spending agencies. The use or ―availability‖ ofappropriations once enacted and released (that is, the rules governing thepurpose, amounts, manner, and timing of obligations and expenditures) isgoverned by various authorities: the terms of the appropriation act itself;legislation, if any, authorizing the appropriation; the ―organic‖ or ―enabling‖legislation which prescribes a function or creates a program which theappropriation funds; general statutory provisions which allow or prohibit certainuses of appropriated funds; and general rules which have been developedlargely through decisions of the Comptroller General and the courts. Thesesources, together with certain provisions of the Constitution of the United States,form the basis of ―appropriations law‖-an area where questions may arise in asmany contexts as there are federal actions that involve spending money.Whether supplies or services are authorized by law depends on three things:The purpose of the purchase,The obligation must occur within the time limits applicable to theappropriation; andThe obligation and expenditure must be within the amounts Congress hasestablished.40
