Section 1 Introduction1.1 Obtaining Permit CoverageTo obtain coverage, the City must electronically file Permit Registration Documents (PRDs) prior to thecommencement of construction activity. Failure to obtain coverage under this General Permit for storm waterdischarges to waters of the United States is a violation of the CWA and the California Water Code.PRDs consist of:a.
