December 28, 2011Page ThreeAs disclosed in note 10 to the financial statements, the State of Louisiana changed its method ofrecording and depreciating infrastructure in fiscal year 2011.As disclosed in note 11 to the financial statements, the State of Louisiana implementedGovernmental Accounting Standards Board (GASB) Statement No. 54, Fund Balance Reportingand Governmental Fund Type Definitions, and Statement No. 59, Financial InstrumentsOmnibus, for the year ended June 30, 2011. The implementation of GASB Statement No. 54resulted in a reclassification of fund balances in the governmental funds and reduced the numberof the state’s special revenue funds from 213 reported in fiscal year 2010 to only 10 in fiscal year2011. Substantially, all of the former special revenue funds are now reported as part of thestate’s General Fund as disclosed in note 10 to the financial statements.In accordance with Government Auditing Standards, a report on our consideration of the state’sinternal control over financial reporting and our tests of its compliance with certain provisions oflaws, regulations, contracts, grants, and other matters will be issued under separate cover in theState of Louisiana Single Audit Report. The purpose of that report is to describe the scope of ourtesting of internal control over financial reporting and compliance and the results of that testing,and not to provide an opinion on internal control over financial reporting or on compliance. Thatreport, upon its issuance, is an integral part of an audit performed in accordance withGovernment Auditing Standards and should be considered in conjunction with this report inassessing the results of our audit.Management’s Discussion and Analysis and the Required Supplementary Information OtherThan Management’s Discussion and Analysis presented on pages 15 through 27 and 113 through115, respectively, are not required parts of the basic financial statements, but are supplementaryinformation required by GASB. We and the other auditors have applied certain limitedprocedures, which consisted principally of inquiries of management regarding the methods ofmeasurement and presentation of the required supplementary information. However, we did notaudit the information and express no opinion on it.Our audit was conducted for the purpose of forming opinions on the financial statements thatcollectively comprise the State of Louisiana’s basic financial statements. The accompanyingIntroductory Section (pages 1 through 9), the Budgetary Comparison Schedule - Budget toActual - Bond Security and Redemption Fund (page 117), the Combining and Individual FundStatements and Schedule - Nonmajor Funds (pages 120 through 151), and the Statistical Section(pages 153 through 180) listed in the table of contents are presented for the purpose of additionalanalysis and are not a required part of the basic financial statements. The Budgetary ComparisonSchedule - Budget to Actual - Bond Security and Redemption Fund and the Combining andIndividual Fund Statements and Schedule - Nonmajor Funds have been subjected to the auditingprocedures applied by us and the other auditors in the audit of the basic financial statements, and,in our opinion, based on our audit and the reports of the other auditors, are fairly stated in all- 13 -
