PLANNING MALAYSIAJournal <strong>of</strong> the Malaysia <strong>Institute</strong> <strong>of</strong> <strong>Planners</strong> (2012)play an over extended role in CM. In addition, this paper also discovers thatdevelopment planning is greatly considered as the means by which TP canimplement CM strategies. It is recognised that the development plan <strong>of</strong> TP canhelp implement CM objectives and strategies. This is the major mechanism bywhich TP can contribute to CM. As such, this study suggests TP has a vital rolein implementing CM, considering town planner as the main player in the overallsystem <strong>of</strong> CM in Peninsular Malaysia. While planning is, perhaps, uniquelyplaced to lead this and there are advantages in it doing so, this study also has toacknowledge the drawbacks <strong>of</strong> this. In the end, it is felt that the planningfunction, with greater guidance and support from the government, could providea platform for the future success <strong>of</strong> CM in Malaysia.143© 2012 by MIP
