childcare and health facilities), transport access etc.<br />

Indication of services required<br />

2.11 Where there is a substantial amount of zon<strong>in</strong>g proposed relative to<br />

the size of the exist<strong>in</strong>g town or village, or where it is felt that the<br />

exist<strong>in</strong>g physical and social <strong>in</strong>frastructural services will be<br />

<strong>in</strong>adequate, plann<strong>in</strong>g authorities should develop the lands through<br />

an LAP and consider <strong>in</strong>dicat<strong>in</strong>g, along with the sequenc<strong>in</strong>g and<br />

phas<strong>in</strong>g parameters, the m<strong>in</strong>imum services that are required for the<br />

development of the zoned land, and when these are likely to be<br />

provided. This highlights for service providers4, developers, future<br />

residents, what services are readily available and what is required<br />

and when they are likely to be provided. On approval of the plan, the<br />

plann<strong>in</strong>g authority should take a proactive approach by <strong>in</strong>form<strong>in</strong>g<br />

the service providers of the situation, giv<strong>in</strong>g clarity to all <strong>in</strong>volved of<br />

the role they play <strong>in</strong> the quality development of the lands. The service<br />

providers have now the plann<strong>in</strong>g <strong>in</strong>formation required to enable<br />

them to <strong>in</strong>clude the necessary proposals <strong>in</strong> their work programmes.<br />

Strategic <strong>Development</strong> Zones<br />

2.12 Strategic <strong>Development</strong> Zones (SDZ) provide an <strong>in</strong>tegrated plann<strong>in</strong>g<br />

framework and as such are highly suitable for creat<strong>in</strong>g susta<strong>in</strong>able<br />

neighbourhoods. They are designated by Government Order, where<br />

the site <strong>in</strong> question is deemed to be of strategic economic or social<br />

importance to the State. They have a number of advantages <strong>in</strong> this<br />

regard, <strong>in</strong>clud<strong>in</strong>g the speedy delivery of residential development<br />

follow<strong>in</strong>g approval of the plann<strong>in</strong>g scheme. The creation of a<br />

dedicated <strong>in</strong>-house implementation team by the plann<strong>in</strong>g authority is<br />

also critical to the success of the SDZ.<br />

4 Consultations with service providers <strong>in</strong> connection with the review of a development<br />

plan (under section 11(3)(c) of the 2000 Act) can provide a useful basis for identify<strong>in</strong>g<br />

their specific needs and potential future role <strong>in</strong> a develop<strong>in</strong>g area.<br />
