rather than creat<strong>in</strong>g cul-de-sacs and dead-ends.<br />

(c) Higher densities are appropriate <strong>in</strong> certa<strong>in</strong> locations<br />

Significant enhancement of the scale and density of<br />

development <strong>in</strong> small towns and villages may be appropriate <strong>in</strong><br />

locations close to Gateways and Hubs designated under the<br />

NSS, that are served by exist<strong>in</strong>g and/or planned high quality<br />

public transport corridors and that have been earmarked for<br />

particular development functions <strong>in</strong> regional plann<strong>in</strong>g<br />

guidel<strong>in</strong>es and development plans. In other locations, <strong>in</strong>creased<br />

densities of development can be acceptable as long as they<br />

contribute to the enhancement of town or village form by<br />

re<strong>in</strong>forc<strong>in</strong>g the street pattern or assist<strong>in</strong>g <strong>in</strong> the redevelopment<br />

of backlands. In all cases, special care will be required to protect<br />

the architectural and environmental qualities of small towns<br />

and villages of special character.<br />

(d) Offer<strong>in</strong>g alternatives to urban generated hous<strong>in</strong>g<br />

In some limited circumstances, notably where pressure for<br />

development of s<strong>in</strong>gle homes <strong>in</strong> rural areas is high, proposals<br />

for lower densities of development may be considered<br />

acceptable at locations on serviced land with<strong>in</strong> the environs of<br />

the town or village <strong>in</strong> order to offer people, who would<br />

otherwise seek to develop a house <strong>in</strong> an unserviced rural area,<br />

the option to develop <strong>in</strong> a small town or village where services<br />

are available and with<strong>in</strong> walk<strong>in</strong>g and cycl<strong>in</strong>g distance.<br />

(e) The scale of new residential schemes for development should<br />

be <strong>in</strong> proportion to the pattern and gra<strong>in</strong> of exist<strong>in</strong>g<br />

development. Because of the scale of smaller towns and<br />

villages, it is generally preferable that overall expansion<br />

proceeds on the basis of a number of well <strong>in</strong>tegrated sites<br />

with<strong>in</strong> and around the town/village centre <strong>in</strong> question rather<br />

than focus<strong>in</strong>g on rapid growth driven by one very large site.<br />

Above all, it is the function of local area plans and any<br />

supplementary local development frameworks to make<br />

recommendations regard<strong>in</strong>g the appropriate scale of overall<br />

development and any <strong>in</strong>dividual new hous<strong>in</strong>g schemes and to<br />
