Density standards<br />

(a) Centrally located sites<br />

6.9 With<strong>in</strong> a given smaller town or village, there can be marked<br />

variations <strong>in</strong> development context which affect the density of<br />

development and external space standards needed to take account of<br />

those contexts. Because of the variety of contexts and the probability<br />

of mixed use developments, it is difficult to be prescriptive about the<br />

level of density recommended. However, with<strong>in</strong> centrally located<br />

sites, densities of 30-40+ dwell<strong>in</strong>gs per hectare for ma<strong>in</strong>ly residential<br />

schemes may be appropriate or for more mixed use schemes. There is<br />

also the potential for schemes of particularly high architectural and<br />

design quality to suggest densities higher than the range suggested<br />

above.<br />

6.10 The emphasis <strong>in</strong> design<strong>in</strong>g and consider<strong>in</strong>g new proposals should be<br />

on achiev<strong>in</strong>g good quality development that re<strong>in</strong>forces the exist<strong>in</strong>g<br />

urban form, makes effective use of premium centrally located land<br />

and contributes to a sense of place by strengthen<strong>in</strong>g for example the<br />

street pattern or creat<strong>in</strong>g new streets. While a 22 metre separation<br />

distance between oppos<strong>in</strong>g above ground floor w<strong>in</strong>dows is normally<br />

recommended for privacy reasons, this may be impractical and<br />

<strong>in</strong>compatible with <strong>in</strong>fill development. In these cases, <strong>in</strong>novation and<br />

flexibility will essential <strong>in</strong> the <strong>in</strong>terpretation of standards so that they<br />

do not become <strong>in</strong>flexible obstacles to the achievement of an attractive<br />

village and small town character <strong>in</strong> new development.<br />

(b) Edge of centre sites<br />

6.11 The emphasis will be on achiev<strong>in</strong>g successful transition from central<br />

areas to areas at the edge of the smaller town or village concerned.<br />

<strong>Development</strong> of such sites tend to be predom<strong>in</strong>antly residential <strong>in</strong><br />

character and given the transitional nature of such sites, densities to a<br />

range of 20-35 dwell<strong>in</strong>gs per hectare will be appropriate <strong>in</strong>clud<strong>in</strong>g a<br />

wide variety of hous<strong>in</strong>g types from detached dwell<strong>in</strong>gs to terraced<br />

and apartment style accommodation.
