regional development is one of the major objectives of the<br />

National <strong>Development</strong> Plan 2007-2013, thus creat<strong>in</strong>g the l<strong>in</strong>k<br />

between the NSS and <strong>in</strong>frastructural <strong>in</strong>vestment.<br />

(c) The NESC report on “Hous<strong>in</strong>g <strong>in</strong> Ireland” (2004) which<br />

identified the essential characteristics of a susta<strong>in</strong>able<br />

neighbourhood, <strong>in</strong>clud<strong>in</strong>g the importance of provid<strong>in</strong>g<br />

essential facilities with<strong>in</strong> walk<strong>in</strong>g distance of new homes. The<br />

report emphasised the need for a design-led approach <strong>in</strong><br />

creat<strong>in</strong>g such neighbourhoods.<br />

(d) The Department’s policy statement “Deliver<strong>in</strong>g Homes,<br />

Susta<strong>in</strong><strong>in</strong>g Communities” (2007) which provides the<br />

overarch<strong>in</strong>g policy framework for an <strong>in</strong>tegrated approach to<br />

hous<strong>in</strong>g and plann<strong>in</strong>g. The statement noted that demographic<br />

factors will cont<strong>in</strong>ue to underp<strong>in</strong> strong demand for hous<strong>in</strong>g,<br />

which <strong>in</strong> turn will present considerable challenges for the<br />

physical plann<strong>in</strong>g of new hous<strong>in</strong>g and the provision of<br />

associated services. The quality of the hous<strong>in</strong>g environment is<br />

central to creat<strong>in</strong>g a susta<strong>in</strong>able community. <strong>Susta<strong>in</strong>able</strong><br />

neighbourhoods are areas where an efficient use of land, high<br />

quality design, and effective <strong>in</strong>tegration <strong>in</strong> the provision of<br />

physical and social <strong>in</strong>frastructure comb<strong>in</strong>e to create places<br />

people want to live <strong>in</strong>. Moreover, the development of<br />

susta<strong>in</strong>able neighbourhoods contributes to the provision of<br />

attractive and competitive locations that will support NSS<br />

objectives for more balanced regional development.<br />

Develop<strong>in</strong>g <strong>Areas</strong><br />

1.6 The Develop<strong>in</strong>g <strong>Areas</strong> Initiative which falls with<strong>in</strong> the remit of the<br />

M<strong>in</strong>ister for Hous<strong>in</strong>g, <strong>Urban</strong> Renewal and Develop<strong>in</strong>g <strong>Areas</strong> aims to<br />

ensure greater coord<strong>in</strong>ation and <strong>in</strong>tegration of service delivery at<br />

strategic growth centres. This process aims to br<strong>in</strong>g together the key<br />

players at local, regional and central government to agree on and<br />

deliver a coherent and feasible programme to accelerate the open<strong>in</strong>g<br />

up of key development sites, and will provide further consistency for<br />

national policy and <strong>in</strong>vestment under key strategies and action plans<br />
