4 THE PROJECTPhysician Resource PlanningAn <strong>Environmental</strong> <strong>Scan</strong>4.1 SponsorThe Department <strong>of</strong> Health and Wellness (Department <strong>of</strong> Health and Wellness) is the project sponsor on behalf<strong>of</strong> the <strong>Government</strong> <strong>of</strong> the Province <strong>of</strong> <strong>Nova</strong> <strong>Scotia</strong>.4.2 Purpose/DeliverablesThe primary project objective is to deliver a quality, expertly led, and collaboratively developed, ten-yearphysician resource plan (the 'Deliverable') for the Province <strong>of</strong> <strong>Nova</strong> <strong>Scotia</strong> and the population it serves for theprograms it delivers.The Department <strong>of</strong> Health and Wellness expectations for the Deliverable are that it be evidence-based andforecast an appropriate, affordable, equitable, detailed description <strong>of</strong> need for the physician workforce for thecoming ten years (2012-2021).The Consultant will design, deliver, and recommend a quality, expertly led and advised, collaborativelydeveloped, ten-year physician resource plan (PRP) to the project sponsor. Four sequentially delivered reportswill comprise the Deliverables. The reports are:1. PROJECT CHARTER including mandate, scope, deliverables, committee(s) terms <strong>of</strong> reference, and projectplan.2. ENVIRONMENTAL SCAN <strong>of</strong> physician resources, utilization, and related issues in <strong>Nova</strong> <strong>Scotia</strong>. The<strong>Environmental</strong> <strong>Scan</strong> also provides an assessment <strong>of</strong> current and emerging physician resource planningmethodologies in Canada and internationally (i.e. United Kingdom, Australia, and United States <strong>of</strong>America) along with an assessment <strong>of</strong> their applicability to the province. The <strong>Environmental</strong> <strong>Scan</strong>documents, and is informed by, key findings from extensive interviews <strong>of</strong> provincial stakeholderssupplemented by stakeholder submissions. The report recommends an optimal approach to creating ahigh quality provincial physician resource plan.3. TEN-YEAR PRP FINAL REPORT including ten-year forecasts (scenarios) based upon the agreed optimaldetailed methodology design with final recommendations on methodology, determinants, forecasts,implications, and requisite next steps.4.3 StakeholdersThe primary project stakeholders include:• Department <strong>of</strong> Health and Wellness• District Health Authorities and IWK Health Centre• Dalhousie Faculty <strong>of</strong> Medicine• Doctors <strong>Nova</strong> <strong>Scotia</strong>• College <strong>of</strong> Physicians and Surgeons <strong>of</strong> <strong>Nova</strong> <strong>Scotia</strong>In addition there are many other stakeholders across the health pr<strong>of</strong>essions, including the College <strong>of</strong>Registered Nurses <strong>of</strong> <strong>Nova</strong> <strong>Scotia</strong> and other health pr<strong>of</strong>essions as identified in the project initiation phase.30 | Page Social Sector Metrics Inc. & Health Intelligence Inc. | 12/31/2011
