Crisis Stabilization Unit Servicesbed may remain in the CSU for an unlimited number <strong>of</strong> additional days if the date <strong>of</strong> transfer <strong>and</strong> length <strong>of</strong> stay in the transitional bed is documented).5. Individuals occupying transitional beds must receive services from outside the CSU (i.e. community-based services) on a daily basis.6. Services must be provided in a facility designated as an emergency receiving <strong>and</strong> evaluation facility that is not also an inpatient hospital, a freest<strong>and</strong>ing Institutefor Mental Disease (IMD), or a licensed substance abuse detoxification facility.7. All services provided within the CSU must be delivered under the direction <strong>of</strong> a physician. A physician must conduct an assessment <strong>of</strong> new admissions, addressStaffingRequirementsClinicalOperationsAdditionalMedicaidRequirementsissues <strong>of</strong> care, <strong>and</strong> write orders as required.1. Crisis Stabilization Unit (CSU) Services must be provided by a physician or a staff member under the supervision <strong>of</strong> a physician, practicing within the scope <strong>of</strong>State law.2. A CSU must employ a fulltime Nursing Administrator who is a Registered Nurse.3. A CSU must have a Registered Nurse present at the facility at all times.4. Staff-to-client ratios must be established based on the stabilization needs <strong>of</strong> clients being served <strong>and</strong> in accordance with rules <strong>and</strong> regulations.5. Functions performed by Physician Assistants, Nurse Practitioners, Clinical Nurse Specialists, Registered Nurses, <strong>and</strong> Licensed Practical Nurses must beperformed within the scope <strong>of</strong> practice allowed by State law <strong>and</strong> Pr<strong>of</strong>essional Practice Acts.1. CSU must have documented operating agreements <strong>and</strong> referral mechanisms for psychiatric disorders, addictive disorders, <strong>and</strong> physical healthcare needs that arebeyond the scope <strong>of</strong> the CSU <strong>and</strong> that require inpatient treatment. Operating agreements must delineate the type <strong>and</strong> level <strong>of</strong> service to be provided by theprivate or public inpatient hospital or treatment facility. These agreements must specifically address the criteria <strong>and</strong> procedures for transferring an individual to adesignated treatment facility when the CSU is unable to stabilize the individual.2. CSUs must follow the seclusion <strong>and</strong> restraint procedures included in the <strong>Department</strong>’s “Crisis Stabilization Unit Rules <strong>and</strong> Regulations” <strong>and</strong> in related policy.3. For individuals with co-occurring diagnoses including developmental disability/developmental disabilities, this service must target the symptoms, manifestations,<strong>and</strong> skills-development related to the identified behavioral health issue.4. Individuals served in transitional beds may access an array <strong>of</strong> community-based services in preparation for their transition out <strong>of</strong> the CSU, <strong>and</strong> are expected toengage in community-based services daily while in a transitional bed.1. Crisis Stabilization Units with 16 beds or less should bill individual discrete services for Medicaid recipients.2. The individual services listed below may be billed up to the daily maximum listed for services provided in a Crisis Stabilization Unit.
