The resources thus released may be redeployed to step up existingwork such as quality inspecti<strong>on</strong>s or implement new initiatives.(17) The SWD should c<strong>on</strong>duct a thorough review of its audit procedures to ensurethat <strong>the</strong>y are effective in m<strong>on</strong>itoring <strong>the</strong> use of public funds and do notcompromise NGOs’ flexibility under <strong>the</strong> LSGSS.(18) To avoid misunderstanding, NGOs should c<strong>on</strong>sult <strong>the</strong> SWD in a timelymanner as to what c<strong>on</strong>stitute “Funding and Service Agreement (FSA)-related”activities before c<strong>on</strong>ducting such activities.(19) The SWD should streamline its financial reporting requirements, includingdropping <strong>the</strong> requirement for NGOs to provide analyses of incomes andexpenditures by programme area and by FSA.(20) The SWD should review <strong>the</strong> deadline for NGOs to submit <strong>the</strong>ir AnnualFinancial <str<strong>on</strong>g>Report</str<strong>on</strong>g>s (AFRs), taking into account <strong>the</strong> practicability of <strong>the</strong>requirement.(21) The SWD should set up a help desk to provide management advice to smallNGOs and to facilitate <strong>the</strong>ir collaborative efforts. To help small NGOsdevelop, <strong>the</strong> SWD should also make available additi<strong>on</strong>al resources for <strong>the</strong>m tostreng<strong>the</strong>n <strong>the</strong>ir administrative and professi<strong>on</strong>al support. Small NGOs mayapply for grants up to $300,000 (or 10% of its LSG, whichever is lower) eachyear for a total of four years.(22) The definiti<strong>on</strong> of “small NGOs” should be standardised so that <strong>the</strong> assistanceto <strong>the</strong>m can be more targetted and effective. For this purpose, small NGOsshould more appropriately be defined as NGOs with an annual LSG of lessthan $5 milli<strong>on</strong> and an annual expenditure below $10 milli<strong>on</strong>.(23) Small NGOs may c<strong>on</strong>sider submitting joint proposals to enhance <strong>the</strong>ircompetitiveness in <strong>the</strong> bidding of new services. While NGOs participating insuch joint ventures have to identify a representative to sign <strong>the</strong> FSA and liaisewith <strong>the</strong> SWD, <strong>the</strong> NGOs should also enter into an agreement am<strong>on</strong>g<strong>the</strong>mselves to set out clearly <strong>the</strong>ir individual c<strong>on</strong>tributi<strong>on</strong>s and sharedresp<strong>on</strong>sibilities.(24) In inviting bids for new services, <strong>the</strong> SWD should make known to prospectivebidders <strong>the</strong> relative weighting of <strong>the</strong> various aspects of a proposal in <strong>the</strong>marking scheme.(25) NGOs should carefully c<strong>on</strong>sider <strong>the</strong>ir resource implicati<strong>on</strong>s before preparingservice proposals. NGOs should also take into account <strong>the</strong> views of <strong>the</strong>irstaff and share with <strong>the</strong>m <strong>the</strong> c<strong>on</strong>siderati<strong>on</strong>s in submitting service proposals.(26) The SWD should look into <strong>the</strong> possibility of simplifying <strong>the</strong> process for <strong>the</strong>allocati<strong>on</strong> of new services, such as introducing a two-stage tendering process,- vi -
