Healthy staff movements within the sector can facilitateknowledge transfer, while those across sectors can bring in new perspectives. Thewelfare sector has been a relatively stable sector, notwithstanding the introduction ofthe LSGSS. According to surveys conducted by the Hong Kong Institute of HumanResource Management (HKIHRM), the overall employee turnover rates for HongKong were 7.89% in 2003, 10.92% in 2004, 11.95% in 2005, 11.94% in 2006 and- 32 -
