Two c<strong>on</strong>clusi<strong>on</strong>s drawn from <strong>the</strong> recent review of <strong>the</strong> Australia system havesome relevance to H<strong>on</strong>g K<strong>on</strong>g: The m<strong>on</strong>itoring system <strong>on</strong>ly ensures accountability to <strong>gov</strong>ernment but notnecessary to <strong>the</strong> public. This seems to apply to <strong>the</strong> system in H<strong>on</strong>g K<strong>on</strong>gtoo. However, no much reference related to what kind of reform in <strong>the</strong>Australia system was made to deal with this problem. Logically,outcome-based or impact-based m<strong>on</strong>itoring system will make more sense to<strong>the</strong> public than output-based or input-based m<strong>on</strong>itoring system. The use of performance indicators had been excessive and had divertedresources from improving service quality. Reducti<strong>on</strong> of performanceindicators and adjustment of m<strong>on</strong>itoring efforts according to <strong>the</strong> level of riskof n<strong>on</strong>-compliance were adopted to enhance efficiency of m<strong>on</strong>itoring efforts.7. Ano<strong>the</strong>r very recent development in Australia is <strong>the</strong> development of <strong>the</strong> nati<strong>on</strong>alCompact modeled after <strong>the</strong> U.K. experience. The aim of developing <strong>the</strong> Compact isto develop a framework that outlines how <strong>the</strong> Government and service sector canwork toge<strong>the</strong>r to improve and streng<strong>the</strong>n <strong>the</strong>ir relati<strong>on</strong>ship in <strong>the</strong> l<strong>on</strong>g run, and suchcompact will also spell out <strong>the</strong> general principles of funding and performancem<strong>on</strong>itoring.Less<strong>on</strong>s learned from <strong>the</strong> case of Canada8. The “c<strong>on</strong>tributi<strong>on</strong>s” in Canada are similar to subventi<strong>on</strong> in H<strong>on</strong>g K<strong>on</strong>g. Weshould also note that <strong>the</strong> “grants” in Canada that aim at providing organizati<strong>on</strong>alsupport and stability and enhancing capacity building is very similar to <strong>the</strong> comp<strong>on</strong>entin subventi<strong>on</strong> in H<strong>on</strong>g K<strong>on</strong>g that includes subsidy for central administrati<strong>on</strong> andsupervisi<strong>on</strong> support.9. In <strong>the</strong> recent few years, Canadian <strong>gov</strong>ernment has made numerous efforts toimprove its grants and c<strong>on</strong>tributi<strong>on</strong>s system and <strong>the</strong> relati<strong>on</strong>ship between <strong>the</strong> NGOsector and <strong>the</strong> Government. Collaborative efforts are promoted from <strong>the</strong> formulati<strong>on</strong>of social policy to <strong>the</strong> improvement of funding policy and practices. While <strong>the</strong>actual practices and improvement measures may or may not be applicable to <strong>the</strong> H<strong>on</strong>gK<strong>on</strong>g c<strong>on</strong>text, we should note <strong>the</strong> efforts of <strong>the</strong> Canadian <strong>gov</strong>ernment in using <strong>the</strong>
