4.18 NGOs have also asked for a different price adjustment factor that can trulyreflect <strong>the</strong> price changes of <strong>the</strong>ir specific expenditure items. That OC is adjustedaccording to <strong>the</strong> Government-wide price adjustment factor is an arrangement agreedbetween <strong>the</strong> SWD and NGOs, as documented in secti<strong>on</strong> 2.13 of <strong>the</strong> LSG Manual. Ithas <strong>the</strong> advantage of being a c<strong>on</strong>sistent and handy reference for applicati<strong>on</strong> across <strong>the</strong>public sector. It is also simple to administer. The obvious limitati<strong>on</strong>s, however, arethat <strong>the</strong> factor does not cater for variati<strong>on</strong>s in users’ spending patterns, and can <strong>on</strong>lybe obtained retrospectively and applied after a fur<strong>the</strong>r delay. The importantquesti<strong>on</strong>s are : To what extent do <strong>the</strong>se limitati<strong>on</strong>s affect <strong>the</strong> operati<strong>on</strong> of welfareNGOs? Do <strong>the</strong>y outweigh <strong>the</strong> c<strong>on</strong>venience of <strong>the</strong> existing adjustment mechanism,such that we need to c<strong>on</strong>sider changes?4.19 According to <strong>the</strong> SWD, <strong>the</strong> spending patterns of welfare NGOs and <strong>the</strong>Government are broadly comparable. The procurement items classified under“O<strong>the</strong>r Purchases of Goods and Services” are also mostly relevant to NGOs. Slightvariati<strong>on</strong>s are inevitable, but <strong>the</strong>y do not amount to a serious mismatch. Even if fooditems do not normally c<strong>on</strong>stitute <strong>the</strong> Government’s departmental expenditures and arenot am<strong>on</strong>g those captured by “O<strong>the</strong>r Purchases of Goods and Services”, <strong>the</strong> overallimpact of this difference should not be significant, as less than half of subventedNGOs provide meal services, and for <strong>the</strong>se NGOs, food costs <strong>on</strong>ly make up about 5%of <strong>the</strong>ir recurrent subventi<strong>on</strong>s. With <strong>the</strong> flexibility in resource deployment under <strong>the</strong>LSGSS, NGOs should be able to absorb such variati<strong>on</strong>s. The reserve facilityavailable to <strong>the</strong>m should also allow <strong>the</strong>m to tide over temporary inadequacies in OCprovisi<strong>on</strong>. All in all, <strong>the</strong> LSGSS should have <strong>the</strong> built-in capacity to accommodate<strong>the</strong> system’s limitati<strong>on</strong>s in terms of OC adjustment.4.20 The IRC accepts that, <strong>on</strong> <strong>the</strong> whole and over a l<strong>on</strong>ger time frame, <strong>the</strong>current OC adjustment mechanism is running reas<strong>on</strong>ably well. However, this doesnot mean that shortcomings must be tolerated if service quality is genuinely at stake.The IRC recommends that in excepti<strong>on</strong>al cases such as rapid inflati<strong>on</strong> hikes, NGOsshould be allowed to apply to <strong>the</strong> SWD for advance payment of <strong>the</strong>ir OC subventi<strong>on</strong>s,so that <strong>the</strong>y can cater for immediate service requirements. This, being an adjustmentto cashflow to catch up with inflati<strong>on</strong>, should be cost neutral to <strong>the</strong> Government.Recommendati<strong>on</strong> 8In excepti<strong>on</strong>al and justifiable cases, <strong>the</strong> SWD should allow NGOs to advance OCsubventi<strong>on</strong>s.- 41 -
