we may have very dedicated staff working for the subvented services, but asemployees they also have their own career aspirations which result in their mobility inthe labour market as supply and demand fluctuate. There are also alternativefunding sources such as the LF and various types of community resources for NGOsto pursue initiatives not funded under the LSGSS. Although strictly speaking these“Related Issues” may be external to the LSGSS, their impact on its stakeholders mustnot be ignored.9.29 There is, of course, a limit to how far one may go in addressing other issuesof concern that affect indirectly the operation of the LSGSS. We do not purport tohave mastered, for instance, all of the very complex social problems that NGOs andtheir staff have to deal with on a daily basis, and we have not considered theeconomic changes that affect the Government’s funding decisions. Within theconfines of this review, we have tried to highlight at least a few concerns that, ifsatisfactorily addressed, can greatly facilitate the operation of the LSGSS.9.30 We are not suggesting, however, that stakeholders of the LSGSS shouldonly be reacting to external circumstances. One management quality that the systemhighly values is entrepreneurship, which is essential for service re-engineering andorganisational development. It requires one to go beyond the existing parameters,and perhaps beyond the subvention model itself, to reach out to new opportunities.In this chapter, we have discussed the types of resources and expertise available tosupport the welfare sector. As we seek to improve the LSGSS, we should not forgetthat, beyond subvention, opportunities abound. Those who are dedicated to servingthe community can bring about remarkable improvement by working together.- 115 -
Chapter Ten – Recommendations10.1 The present is certainly not the best of times. With the financial tsunamiwrecking one economy after another, the whole world is struggling against a gloomyoutlook and Hong Kong is no exception. What makes us special, however, is ourresilience in the face of adversities and our courage in embracing challenges. Thesequalities have helped us overcome tremendous difficulties time and again. That weshould have confidence in ourselves is not sheer optimism but a time-testedconviction.10.2 It is with this conviction that the IRC has made recommendations toimprove the LSGSS. We believe that our welfare sector deserves a good subventionmodel that is effective and can help the sector develop in the long run. Moreimportantly, we believe that stakeholders of this system are capable of perfecting it.Having closely examined the various aspects of the LSGSS and having consulted allstakeholders who have come forth to share their views, we believe that the LSGSS isin principle and in design a good system suited to the needs of Hong Kong. It is inthe interest of the community to retain it. If stakeholders can align their vision, theycan certainly embrace the challenges arising from the implementation of the LSGSSand emerge stronger.10.3 In Hong Kong, as in anywhere else, the primary duty of providing welfareservices rests with the Government. NGOs certainly have an indispensable part toplay; other corporations and individuals also have their invaluable contributions, but itis incumbent upon the Government to work with them to ensure that welfare servicesare delivered in a timely and cost-effective manner to meet social needs. As theeconomic tide changes, the more vulnerable members of our community will be thefirst ones to be affected. It is all the more important for the Government to joinhands with NGOs and help them ride the waves.The recommendations10.4 The recommendations we have put forth in the previous chapters are thespecific actions that we believe the Government and NGOs should take to address the- 116 -
