THE ANNUAL <strong>REPORT</strong>GOVERNANCE STRUCTURESACCOUNTING OFFICERS• ‘Health, Social Security and Housing’ looks at Health and Social Services, Social Security andHousing.The Panels are able to scrutinise new laws, existing and proposed new policies, internationalagreements that might be extended to Jersey and the Annual Business Plan and Budget. Each ScrutinyPanel is free to choose which issues it works on and may also accept suggestions from the public.The Public Accounts Committee and the five Scrutiny Panels have extensive powers to require witnesses togive evidence or to supply relevant documents. These powers ensure that Scrutiny can operate effectively.2.9.4 Accounting OfficersAccounting Officers are appointed for each <strong>States</strong> Funded Body under the Public Finances (Jersey) Law2005. The Accounting Officer of a <strong>States</strong> funded body is personally accountable for the proper financialmanagement of the resources of the body in accordance with the Law. During <strong>2011</strong>, responsibility for the Procurement and Property Holdings sections of the Resources departmentstransferred to the Treasury department, under the Treasurer of the <strong>States</strong>.39
