Building user representative 1 stated that the time that people spent on the WAPercent for Art process was a high cost. However the Building user representative 1also stated that “I don’t think people thought of that, as it was kept as a fun processinvolving the staff and kids”. Building user representative 1 further stated “it wastime, but it was time that people felt was well spent because the end product wasbeneficial to the school”.Building user representative 2 also stated that time was a high cost. For exampleBuilding user representative 2 stated “that the primarily cost is the budget and thetime, but I don’t at any point of time begrudge the fact that the budget was going intoart work, I think that is a positive thing, so do I support Percent for Art? Absolutely. Ithink it is a great policy, and I think having a good process to follow, I don’t see toomany downsides to it, it can be lengthy, a bit complicated, can be challenging to getyour head around, but I think the eventual outcome is a very positive one, and there issome very good public art work as part of school buildings”.Costs according to Client representativesTime and maintenance were the major costs recognised by the client representatives.The majority of interviewees <strong>report</strong>ed that the extra time required within theimplementation of the WA Percent for Art policy was a significant cost of the policy.Similar to the other responses, the client representatives found that although therewere real time issues within the implementation, no one really minded.According to Client 1 “the project budget does not include the time of the peoplesitting on committees. However because everybody really sees it as art, and we allbend the rules to accommodate it, it is just one of those funny things”. Client 7 alsoacknowledged the time comment costs involved within the implementation of the WAPercent for Art policy. However, Client 7 stated that the time commitment was“nothing different to any other policy”, and was therefore was not viewed as aproblem.109
