EmploymentThere are a number of policies relating to the achievement of employment objectives viaQueensland government construction contracts. They include the IndigenousEmployment <strong>Policy</strong>, which has the stated objective of maximising:“…. the potential employment opportunities on Queensland Government buildingand civil construction projects and address skills shortages in Indigenouscommunities. It also aims to build Indigenous capacity to participate in buildingand civil construction.” (Indigenous Employment <strong>Policy</strong> for QueenslandGovernment Building and Civil <strong>Construction</strong> Projects n.d., p.2)The <strong>Policy</strong> has been designed to meet these objectives by requiring contractors to ensurethat employment and accredited training occurs on Queensland Government building andcivil construction projects in specified Indigenous communities. The <strong>Policy</strong> was initiallyimplemented in 2001. A review of the policy was conducted in 2003, with the current,policy being the outcome of that review. The current policy was implemented on the 1 stJanuary 2004.The <strong>Policy</strong> has been implemented through placing a minimum employment and trainingrequirement on all Queensland State Government building and construction contracts inspecified Indigenous communities that have a total contract value exceeding $100,000 forbuilding contracts, and any value for civil construction contracts. The policy replaces the10% Training <strong>Policy</strong> in specified Indigenous communities with a requirement that aminimum of 20% of the deemed labour hours 8 be undertaken by Indigenous people8 The <strong>Policy</strong> defines deemed labour hours for building construction projects as being 30% of the GSTexclusive total contract price divided by $35/hour times 20%. For civil construction projects it definesdeemed labour hours as being 15% of the GST exclusive total contract price divided by $35/hour times20%.17
