Tunisia: gateway to Africa,<br />

Europe <strong>an</strong>d <strong>the</strong> Middle East By:<br />

Tunisia is proving <strong>an</strong> attractive automotive investment<br />

destination with its geographical proximity to Europe, Africa<br />

<strong>an</strong>d <strong>the</strong> Middle East.<br />

The country is <strong>the</strong> first South Mediterr<strong>an</strong>e<strong>an</strong> country to join <strong>the</strong><br />

Europe<strong>an</strong> Union Free Trade Area, giving Tunisia free access to <strong>the</strong> EU<br />

markets. Investments in <strong>the</strong> country increased by 2.3% to 2.4 billion<br />

Tunisi<strong>an</strong> Dinars (US$1.73 billion) in <strong>the</strong> first eleven months of 2009<br />

compared to 1.8 billion TND (US$1.31 billion) <strong>the</strong> previous year.<br />

The investments were mainly made in high-tech sectors such as <strong>the</strong><br />

electronics, <strong>electric</strong>al <strong>an</strong>d mech<strong>an</strong>ical industries. Tunisia has also fared<br />

well in <strong>the</strong> Davos World Economic Forum’s latest report on<br />

global competitiveness <strong>for</strong> 2009-2010 which r<strong>an</strong>ked Tunisia 40th<br />

out of a total of 133 developed <strong>an</strong>d emerging countries.<br />

The automotive industry has also taken adv<strong>an</strong>tage of Tunisia’s<br />

attractive investment climate. Automotive components<br />

m<strong>an</strong>ufacturer, Johnson Controls, has a m<strong>an</strong>ufacturing base in<br />

Bir el Bey that produces interior electronic business units (displays)<br />

<strong>an</strong>d body business units (immobilizers) <strong>for</strong> comp<strong>an</strong>ies<br />

such as Renault, Citroen, General Motors, Opel <strong>an</strong>d Niss<strong>an</strong>.<br />

The comp<strong>an</strong>y has a partnership with Tunisi<strong>an</strong> firm, <strong>the</strong> MZABI<br />

Group. O<strong>the</strong>r comp<strong>an</strong>ies have joined h<strong>an</strong>ds with local comp<strong>an</strong>ies<br />

in Tunisia, like tire major Pirelli which now has a 15% stake<br />

in <strong>the</strong> Tunisi<strong>an</strong> Tire Industries Comp<strong>an</strong>y or STIP. Pirelli now has<br />

access to, not only <strong>the</strong> Tunisi<strong>an</strong> tire market, but also to <strong>the</strong><br />

North <strong>an</strong>d East Afri<strong>c<strong>an</strong></strong> markets.<br />

Gruner, which m<strong>an</strong>ufactures relays, solenoids <strong>an</strong>d contactors<br />

<strong>for</strong> <strong>the</strong> automotive, energy, construction <strong>an</strong>d semiconductor industries,<br />

chose Tunisia over Morocco, Portugal <strong>an</strong>d Turkey because<br />

of its stable political <strong>an</strong>d economic climate as well as its<br />

geographical location.<br />

U.S. comp<strong>an</strong>y, CASCO, has based one of its nine international<br />

pl<strong>an</strong>ts in Menzel Bourguiba, Tunisia. The comp<strong>an</strong>y is a global automotive<br />

Tier One supplier of electronics <strong>an</strong>d electromech<strong>an</strong>ical<br />

products. It is one of <strong>the</strong> market leaders in multimedia products<br />

<strong>for</strong> automotive consumer interface – USB ports, SD card readers,<br />

auxiliary jacks. It prides itself on being a “global<br />

comp<strong>an</strong>y with local experts.”<br />

Tunisi<strong>an</strong>s enjoy a high st<strong>an</strong>dard of education<br />

which makes it easy <strong>for</strong> <strong>for</strong>eign comp<strong>an</strong>ies<br />

in <strong>the</strong> country to hire skilled workers.<br />

Around 60 000 young Tunisi<strong>an</strong>s graduate<br />

from tertiary institutions every year. There<br />

were around 370 000 students enrolled<br />

in Tunisi<strong>an</strong> universities in 2009.<br />

In 1995, <strong>the</strong> Tunisi<strong>an</strong> Ministry of<br />

Development <strong>an</strong>d International Cooperation<br />

set up <strong>the</strong> Foreign Investment<br />

Promotion Agency (FIPA-Tunisia) to<br />

facilitate <strong>for</strong>eign direct investment into<br />

<strong>the</strong> country. FIPA-Tunisia provides <strong>for</strong>eign<br />

investors with all <strong>the</strong> support <strong>the</strong>y require.<br />

The agency has offices abroad offering in<strong>for</strong>mation,<br />

advice <strong>an</strong>d assist<strong>an</strong>ce to investors.<br />

Automotive Industries (AI) asked Mongia<br />

Khemiri, general director of The Foreign Investment<br />

Promotion Agency of Tunisia (FIPA-Tunisia) what made <strong>the</strong><br />

country a preferred destination as <strong>an</strong> automotive m<strong>an</strong>ufacturing<br />

hub?<br />

Khemiri: Tunisia has been working <strong>for</strong> over 20 years on <strong>the</strong><br />

development of <strong>an</strong> automotive equipment industry based on <strong>an</strong><br />

international subcontracting approach which aims at attracting<br />

world equipment m<strong>an</strong>ufacturers. Today, Tunisia is a m<strong>an</strong>ufacturing<br />

hub <strong>for</strong> dozens of <strong>for</strong>eign owned first <strong>an</strong>d second-tier automotive<br />

component m<strong>an</strong>ufacturers supplying parts to most of <strong>the</strong><br />

major Ameri<strong>c<strong>an</strong></strong>, French, Germ<strong>an</strong>, Jap<strong>an</strong>ese <strong>an</strong>d Swedish <strong>vehicle</strong><br />

m<strong>an</strong>ufacturers. An overall opinion of <strong>for</strong>eign investors operating in<br />

<strong>the</strong> sector attributes Tunisia’s success to three factors – stability,<br />

proximity <strong>an</strong>d quality.<br />
