DIFFERENTIAL TREATMENT IN THE YOUTH JUSTICE SYSTEMTeenagers <strong>in</strong> Area A1 tended to view <strong>the</strong> police <strong>in</strong> a particularly negative light. Somedrew on <strong>the</strong>ir own personal experience, while for o<strong>the</strong>rs, second-h<strong>and</strong> experience ofencounters that <strong>the</strong>ir friends or relatives had had with <strong>the</strong> police were important.Young people, on <strong>the</strong> whole, did not view <strong>the</strong> specialist officers <strong>and</strong> <strong>the</strong> job <strong>the</strong>y didas particularly important, nor did <strong>the</strong>y respect many of <strong>the</strong> officers <strong>the</strong>y encountered.The police <strong>in</strong> Area A1 had identified various young people – ma<strong>in</strong>ly black teenagers –as crim<strong>in</strong>ally active or engaged <strong>in</strong> gang activity. This group was targeted <strong>in</strong> stop <strong>and</strong>search tactics <strong>and</strong> was o<strong>the</strong>rwise subject to rigorous enforcement. Our <strong>in</strong>terpretationof this was that <strong>the</strong>se tactics were be<strong>in</strong>g deployed to demonstrate who was <strong>in</strong> controlof <strong>the</strong> streets. In some cases, <strong>the</strong> police dem<strong>and</strong>ed ra<strong>the</strong>r than negotiated respect<strong>and</strong> compliance. Equally, however, those who were <strong>the</strong> object of this polic<strong>in</strong>g tendedto goad <strong>the</strong> police, especially if <strong>the</strong>y had a crowd to play to. They appeared to enjoy<strong>the</strong> attention <strong>and</strong> <strong>the</strong> adversarial relationship, often <strong>in</strong>vit<strong>in</strong>g confrontation <strong>and</strong> sett<strong>in</strong>gout to antagonise officers. The case study below illustrates <strong>the</strong> difficulties <strong>and</strong>complexities of many of <strong>the</strong> <strong>in</strong>teractions that occur between <strong>the</strong> police <strong>and</strong> youngblack people <strong>in</strong> Area A1.Who owns <strong>the</strong> streets? The police versus young people17.45 I am with two officers <strong>in</strong> an unmarked police car patroll<strong>in</strong>g a busy area. Wedrive past a row of shops <strong>and</strong> <strong>the</strong> officers po<strong>in</strong>t out a group of seven young peoplehang<strong>in</strong>g around outside <strong>the</strong> newsagent. One says that <strong>the</strong> colours <strong>the</strong>y are wear<strong>in</strong>gsignify <strong>the</strong>y are members of a particular ‘crew’. The officers tell me that although <strong>the</strong>crew has been quiet for some time, it is known for violence <strong>and</strong> drug deal<strong>in</strong>g. Theycircle <strong>the</strong> area <strong>and</strong> drive past aga<strong>in</strong>; one of <strong>the</strong> boys waves at <strong>the</strong> officers. Theofficers contact <strong>the</strong>ir colleagues <strong>and</strong> ask to meet <strong>the</strong>m so <strong>the</strong>y can discuss what todo. They meet <strong>and</strong> decide to search <strong>the</strong> group to see if <strong>the</strong>y are carry<strong>in</strong>g anyth<strong>in</strong>g.They decide to surprise <strong>the</strong>m – so <strong>the</strong>y cannot run away – <strong>and</strong> approach fromdifferent directions. There are five officers <strong>in</strong> two cars. They approach from differentdirections, jump out of <strong>the</strong> cars <strong>and</strong> surround <strong>the</strong> young people. All of <strong>the</strong>m are mixedrace boys under <strong>the</strong> age of 17. They do not try to walk away but look bemused. At<strong>the</strong> kerbside is a car with one of <strong>the</strong>ir friends <strong>in</strong> it, a young mixed race woman, withher toddler. The officers tell <strong>the</strong> group that <strong>the</strong>y are go<strong>in</strong>g to be searched. With<strong>in</strong> five41
