UNDERSTANDING THE POLICING OF YOUNG PEOPLEvarious ethnic groups. The police I am with know <strong>the</strong> two gangs <strong>and</strong> agree that <strong>the</strong>reis a dist<strong>in</strong>ct possibility that a gun could be <strong>in</strong>volved. A number of officers <strong>and</strong> <strong>the</strong>firearms unit decide to attend <strong>the</strong> call. The officers I am with are en route with <strong>the</strong>irsiren <strong>and</strong> lights flash<strong>in</strong>g. As <strong>the</strong>y approach <strong>the</strong> fight <strong>the</strong>y see two black teenage boyswalk<strong>in</strong>g down <strong>the</strong> street. On hear<strong>in</strong>g <strong>the</strong> siren one of <strong>the</strong>m takes someth<strong>in</strong>g out of hispocket <strong>and</strong> throws it over a wall. The police stop <strong>the</strong> car as <strong>the</strong>y suspect <strong>the</strong> two maybe on <strong>the</strong>ir way to jo<strong>in</strong> <strong>the</strong> fight. The teenagers walk <strong>in</strong> opposite directions away from<strong>the</strong> police. The officers ask <strong>the</strong>m to stop but <strong>the</strong>y carry on walk<strong>in</strong>g. The two arestopped. They are both 15 years old. The officers ask <strong>the</strong> two what <strong>the</strong>y are do<strong>in</strong>g<strong>and</strong> what <strong>the</strong>y have just thrown away – nei<strong>the</strong>r replies. One of <strong>the</strong> officers retrieves atable leg from <strong>the</strong> front garden where <strong>the</strong> object had been thrown. They are askedwhat <strong>the</strong>y were do<strong>in</strong>g with a table leg.While this is go<strong>in</strong>g on, a number of passers-by have stopped <strong>and</strong> people have comeout of <strong>the</strong>ir houses to see what is happen<strong>in</strong>g. Some are shout<strong>in</strong>g at <strong>the</strong> police that<strong>the</strong>y have only stopped <strong>the</strong> two boys because <strong>the</strong>y are black <strong>and</strong> that <strong>the</strong>y shouldleave <strong>the</strong>m alone. The officers tell <strong>the</strong> two that <strong>the</strong>y are go<strong>in</strong>g to be searched. One of<strong>the</strong> boys is happy for this to happen; <strong>the</strong> o<strong>the</strong>r is happy to be searched but will not let<strong>the</strong> officer touch a small bag he is carry<strong>in</strong>g. The officer starts to try <strong>and</strong> pull <strong>the</strong> bagaway from him, a scuffle ensues <strong>and</strong> both <strong>the</strong> officer <strong>and</strong> <strong>the</strong> boy end up fall<strong>in</strong>g overon <strong>the</strong> street struggl<strong>in</strong>g with one ano<strong>the</strong>r. At this po<strong>in</strong>t <strong>the</strong> boyfriend of <strong>the</strong> boy’smo<strong>the</strong>r turns up <strong>in</strong> a car <strong>and</strong> jumps out ask<strong>in</strong>g, ‘What <strong>the</strong> hell is go<strong>in</strong>g on?’ Theofficer is unaware at this po<strong>in</strong>t who he is <strong>and</strong> tells him to leave well alone aseveryth<strong>in</strong>g is under control. The boy stays silent.The bag is eventually taken from <strong>the</strong> boy <strong>and</strong> <strong>the</strong> officer opens it up – <strong>the</strong>re is noth<strong>in</strong>g<strong>in</strong> <strong>the</strong> bag. The officer exclaims to <strong>the</strong> boy: ‘Why <strong>the</strong> bloody hell have we just had aruck over an empty bag?’ The boy replies: ‘Because you didn’t ask if you could look<strong>in</strong> it, you just took it - it’s about respect, <strong>in</strong>nit.’At this po<strong>in</strong>t <strong>the</strong> boy’s mo<strong>the</strong>r arrives by car <strong>and</strong> jumps out. The crowd around <strong>the</strong>officers has now grown to about 35 people. The mo<strong>the</strong>r walks up to <strong>the</strong> officer <strong>and</strong>dem<strong>and</strong>s to know ‘What <strong>the</strong> hell are you do<strong>in</strong>g with my boy?’ The officer asks whoshe is <strong>and</strong> tells her to calm down. The woman tells <strong>the</strong> officer she is his mo<strong>the</strong>r. The50
