UNDERSTANDING THE POLICING OF YOUNG PEOPLEcritics view its use as an <strong>in</strong>fr<strong>in</strong>gement of people’s rights <strong>and</strong> that its use isdisrespectful <strong>and</strong> <strong>in</strong>vasive. A small number of officers (n<strong>in</strong>e) also believed that <strong>the</strong>power is criticised due to <strong>the</strong> public’s lack of underst<strong>and</strong><strong>in</strong>g about its use.Just over two-thirds of officers questioned believed that <strong>the</strong> use of stop <strong>and</strong> searchimpacted negatively on <strong>the</strong>ir relationship with young black <strong>and</strong> Asian teenagers <strong>and</strong> afur<strong>the</strong>r eight believed that <strong>the</strong> power is disproportionately targeted at young black <strong>and</strong>Asian teenagers. Below is a selection of comments from officers who believed <strong>the</strong>power is disproportionately targeted at ethnic m<strong>in</strong>ority young people:‘[There are] reasons: locally, <strong>the</strong> majority of drug dealers are Jamaican orSomali <strong>and</strong> are located <strong>in</strong> a specific area. I th<strong>in</strong>k <strong>the</strong> way we target <strong>the</strong>m isproportionate to <strong>the</strong> <strong>in</strong>telligence received.’‘They [black teenagers] commit more crimes.’‘In terms of [Area A1] unfortunately <strong>the</strong> profile of crime we are tasked to dealwith is carried out by black <strong>youth</strong>s.’Outl<strong>in</strong>ed below are comments from officers who did not believe <strong>the</strong> powerdisproportionately targets teenagers from ethnic m<strong>in</strong>orities‘They are not disproportionately targeted but statistics show <strong>the</strong>y are. Bobbiesbe<strong>in</strong>g bobbies if you get someone who is objectively be<strong>in</strong>g searched <strong>and</strong> <strong>the</strong>yare from a BME [black <strong>and</strong> ethnic m<strong>in</strong>ority] group <strong>the</strong>y will say: ‘It’s justbecause I’m ... ’ so a PC will record <strong>the</strong> stop to avoid <strong>the</strong> compla<strong>in</strong>t but will notdo so <strong>in</strong> ano<strong>the</strong>r case where <strong>the</strong>re is no such allegation. So this overrepresentsBME stops <strong>in</strong> <strong>the</strong> stats.’‘We are not told to go out <strong>and</strong> target, we are told to target gang-related crime.Our suspects for this crime are black. It’s <strong>in</strong>telligence led.’‘White people are becom<strong>in</strong>g <strong>the</strong> m<strong>in</strong>ority <strong>in</strong> <strong>the</strong> ethnic mix so one would expect<strong>the</strong> majority of people to be BME because <strong>the</strong>y are <strong>the</strong> greater population.’60
