Effective Changes in Other CurrenciesAlthough the discussion in this supplement is directed specifically toward measuringthe effective depreciation of the dollar, the same techniques are used to compute theeffective change in the value of other currencies as well. An index of the effectivechanges in a foreign currency is useful because changes in the dollar rate alone can bedeceptive. The sharp appreciation of the German mark in terms of dollars, forexample, is a misleading indicator of the overall increase in the value of the mark, justas the depreciation of the dollar against any single currency may give a misleading impressionof the decline in the value of the dollar. Changes in the dollar exchange ratesand effective changes in the exchange rates for several foreign currencies are presentedin Table 57 for comparison.226
