FEATURE --- DRIVING THE ECONOMY AAA — Again TOP RATING AMPS UP COUNTY’S BORROWING POWER By Marti Benedetti Hearing Standard & Poor’s and Moody’s sing the praises of Oakland County at a bond presentation meeting in 2015 was music to the ears of Irene Spanos. “They said, ‘If there was a Triple platinum, we’d give it to you,’ ” says Spanos, Oakland County director of economic development and community affairs. “The Moody’s representative said, ‘There’s Triple A and then there’s Oakland County Triple A.’ ” Oakland County has had a Triple A rating for 17 straight years. It also received top honors from the Government Finance Officers Association of the United States and Canada for the 24th year in a row in 2015. A Triple A bond rating offers a multitude of benefits. First, it’s a way to gain insight into the municipality’s financial status. If the rating is high, it means the unit of government is healthy enough to pay back its loan amount. Additionally, businesses and residents benefit from lower property taxes, and the county pays better interest rates when it issues bonds to finance projects. “The rating also means financial stability for new businesses that want to invest in our community,” Spanos says. “From a business investment opportunity (standpoint), companies want to locate in a financially stable environment. They look for communities that are well budgeted like Oakland County. “Because we are stable and fiscally sound, their investment here will be safe.” Since 1984, the county has been amassing awards from national budgeting and accounting organizations for its successful practices. “Wall Street considers Oakland County the best managed county in America,” says Oakland County Executive L. Brooks Patterson. “Plus, they think we’re a better investment than the U.S. government. “Why? Just look at our robust knowledge-based economy and three-year budget with a five-year outlook.” At a 2015 National Foreign Direct Investment Committee meeting, the Department of Commerce, which focuses on investment in the United States, mentioned Oakland County as a leader in fiscal responsibility and investment and a place where companies need to look to invest, Spanos says. “And that,” she says, “makes you feel good.” From left, the city of Southfield; Big Beaver Road in Troy; and fall in Ferndale.
