e-Governance <strong>in</strong> RCI, DRDO- Government of <strong>India</strong> 2015<br />

Implementation coverage till date<br />

This project covers all the employee of RCI and ecosystems like audit agency,<br />

corporate headquarters, defence services and production agencies. This also has<br />

an impact on general citizen w.r.to recruitment. This Application is accessible<br />

from all laboratories of APJ Abdul Kalam Missile Complex which are<br />

geographically disbursed but work as work centres of various DRDO projects and<br />

connected through DRDO wide network (DRONA). It is also accessible to our<br />

corporate headquarters at different city and audit agency like CDA R&D located<br />

outside the Missile Complex.<br />

ENABLER INDICATORS<br />

Timely execution of the various research projects is major concern for RCI and<br />

DRDO. For timely execution- collaboration, process optimization and IT<br />

enablement are essential.<br />

Process reeng<strong>in</strong>eer<strong>in</strong>g<br />

• To handle BPR <strong>in</strong> technical and measureable manner, EPC (Event driven<br />

Process Cha<strong>in</strong>) based Process modell<strong>in</strong>g approach was adopted. Process<br />

Maps were created for the entire scope of the project us<strong>in</strong>g VACD (Value<br />

added cha<strong>in</strong> diagram). Then l<strong>in</strong>kage of the ma<strong>in</strong> processes with<strong>in</strong> a functional<br />

area was also established us<strong>in</strong>g same VACD. Each process was modelled<br />

us<strong>in</strong>g EPC. Further the process steps were depicted us<strong>in</strong>g FAD (Functional<br />

Allocation diagram).<br />

• These models gave a common vocabulary for understand<strong>in</strong>g and broke the<br />

barrier between IT and functional team by push<strong>in</strong>g the computer jargon<br />

beh<strong>in</strong>d the screen and br<strong>in</strong>g<strong>in</strong>g the functional requirements to the centre<br />

stage. Now these process models were published and delivered to the process<br />

owners through Browser <strong>in</strong>terface for validation, process optimization and<br />

acceptance. Validated "TO BE" Processes adopted for Blue Pr<strong>in</strong>t.<br />

• The Semantics of EPC process models is understood by ERP & other<br />

Application platforms. So these models were transported to Development<br />

Environment for base l<strong>in</strong>e configuration, Gap identification and subsequent<br />

activities like test<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g and monitor<strong>in</strong>g.<br />

• This very rich repository of Validated and optimized processes models for<br />

every functional area will be very useful while extend<strong>in</strong>g e-Gov system to<br />

other DRDO Labs without re<strong>in</strong>vent<strong>in</strong>g the Wheel aga<strong>in</strong>. Tra<strong>in</strong><strong>in</strong>g to the users<br />

for e-Gov system is very effective now through this model. It is now process<br />

oriented tra<strong>in</strong><strong>in</strong>g rather than system driven tra<strong>in</strong><strong>in</strong>g.<br />

• The ma<strong>in</strong> differentiator for our e-Gov system is the EPC based Process<br />

modell<strong>in</strong>g which ensured that there is no disconnection/gap between<br />

functional requirements & implemented processes <strong>in</strong> our system.<br />
