• Collection and aggregation of data regard<strong>in</strong>g revenue, production and sale of<br />

liquor, excise-related crimes and enforcement activities<br />

It is significant that, between 2010-2011 and 2014-2015, the Excise Revenue of the<br />

Government of West Bengal grew by nearly 114% while sales of liquor <strong>in</strong> the state<br />

<strong>in</strong>creased by only 54%. This was achieved largely on account of the process reeng<strong>in</strong>eer<strong>in</strong>g<br />

exercise implemented by the department<br />

Change Management and Capacity Build<strong>in</strong>g<br />

Consider<strong>in</strong>g the reach and extent of the re-eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>itiative a separate I.T Cell<br />

was created under the Excise Directorate dur<strong>in</strong>g 2012 which is be<strong>in</strong>g headed by an<br />

officer of the rank of Additional Excise Commissioner. Also, the top<br />

adm<strong>in</strong>istration was sensitised and tra<strong>in</strong>ed <strong>in</strong> the <strong>in</strong>itial stages of project<br />

implementation and given def<strong>in</strong>ed roles for co-ord<strong>in</strong>ation with the stakeholders.<br />

Project Monitor<strong>in</strong>g Units were set up under officers of rank of Additional Excise<br />

Commissioner and Jo<strong>in</strong>t Commissioner of Excise who can be reached over<br />

telephone and e-mail 24 x 7. Innovat<strong>in</strong>g use of social media platform like<br />

Facebook, Twitter and Youtube was made for awareness and expand<strong>in</strong>g reach of<br />

the project.<br />

• Support services are made available to all stakeholders round the clock.<br />

• Resource personnel identified at all levels – <strong>in</strong>clud<strong>in</strong>g State and District Levels<br />

– and tra<strong>in</strong>ed under the TOT model.<br />

• Regular tra<strong>in</strong><strong>in</strong>g sessions at the Excise Tra<strong>in</strong><strong>in</strong>g Institute at Excise Directorate<br />

HQs and also at Regional Tra<strong>in</strong><strong>in</strong>g Centres.<br />

• On-site support to bus<strong>in</strong>esses and officers posted at distillery, manufactur<strong>in</strong>g<br />

units etc.<br />

• District level orientation and tra<strong>in</strong><strong>in</strong>g exercises with all stakeholders conducted<br />

at regular <strong>in</strong>tervals.<br />

• Hands on support facilities made available throughout by hir<strong>in</strong>g software<br />

support personnel.<br />

• Local language user <strong>in</strong>terface has been provided for widen<strong>in</strong>g of outreach and<br />
