B. It shall be the duty of every owner of any coyote, fox, raccoon, or skunk to<br />
have such mammalian pet, regardless of its age, vaccinated against rabies<br />
each year by a licensed veterinarian.<br />
9.0303 ISSUANCE OF LICENSES<br />
A. The owner of a dog more than five (5) months of age on January 1st of any year,<br />
or five (5) months of age within the license year, shall annually, on or before the<br />
dog becomes five (5) months of age, pay the dog license tax <strong>and</strong> obtain a license.<br />
B. Upon payment of the required dog license fee, <strong>and</strong> upon presentation of evidence<br />
that the dog is currently immunized against rabies, the City Treasurer shall<br />
complete <strong>and</strong> issue to the owner a license <strong>and</strong> tag for the dog.<br />
C. Repealed (See MMC Section 9.1302 Schedule A).<br />
D. Every dog required to be licensed by the provisions of this Chapter shall be<br />
provided by its owner with a leather or chain collar, or with a harness, to which the<br />
license tag shall be securely fastened. No unlicensed dog required to be licensed<br />
under this Chapter shall be permitted to remain within the City unless the owner<br />
shall cause such dog to be registered, licensed, <strong>and</strong> provided with a collar or<br />
harness <strong>and</strong> a license tag.<br />
9.0304 LATE FEES<br />
Repealed (See MMC Section 9.1302 Schedule A).<br />
9.0305 PENALTY FOR FAILURE TO OBTAIN RABIES VACCINATION<br />
An owner who fails to have a dog or cat vaccinated against rabies as required<br />
under Section 9.0302 may be required to forfeit not less than Fifty Dollars<br />
($50.00) nor more than One Hundred Dollars ($100.00).<br />
9.0306 OFFENSES PERTAINING TO DOGS AND CATS<br />
A. Definitions<br />
1. Owners shall mean any person owning, harboring, or keeping a dog or cat <strong>and</strong><br />
the occupant of any premises on which a dog or cat remains or to which a dog or<br />
cat customarily returns daily for a period of ten (10) days is presumed to be<br />
harboring or keeping the dog or cat within the meaning of this Chapter.<br />
2. “At large” means an animal is deemed to be running at large when it is<br />
permitted to run off of the premises of the owner or keeper when it is not<br />
accompanied by a person having said animal under control on a leash. Said<br />
animal shall be physically tethered with a leash no longer than six (6) feet. A dog<br />
or cat within an automobile of any person with the consent of the dog or cat’s<br />
owner shall be deemed to be upon the owner’s premises. (Ordinance 2008-2133<br />
