2. Any mammalian pet described herein found not wearing a valid<br />
vaccination tag shall be impounded under the supervision of a<br />
licensed veterinarian for a period of not less than three (3) days, <strong>and</strong><br />
may be reclaimed by the owner thereof upon compliance of the rabies<br />
vaccination requirement of this Section.<br />
3. Any mammalian pet described herein suspected of being afflicted with<br />
rabies which has bitten any person, causing an abrasion of the skin of<br />
such person, shall be seized <strong>and</strong> impounded under the supervision of a<br />
licensed veterinarian for a period of not less than fourteen (14) days.<br />
If, upon examination by such veterinarian, the animal has no signs of<br />
rabies at the end of such impoundment, may be released to the owner,<br />
or in the case of a stray, shall be disposed of according to law. If such<br />
animal has not been vaccinated as required herein, it must be<br />
inoculated prior to release to its owners.<br />
4. Any mammalian pet described herein not vaccinated as required<br />
herein, <strong>and</strong> which is known to have been bitten by a rabid animal shall<br />
be seized, <strong>and</strong> upon consent of the owner of such pet, immediately<br />
destroyed. If the owner does not consent to the disposal of the affected<br />
pet, such animal shall be impounded in strict isolation <strong>and</strong> quarantined<br />
in suitable impoundment facilities under the supervision of a licensed<br />
veterinarian for a minimum of six (6) months. If such animal had been<br />
vaccinated as required herein, it shall be re-vaccinated immediately<br />
<strong>and</strong> impounded for a period of thirty (30) days following such revaccination.<br />
If the owner of a pet described herein which is known to<br />
have been bitten by a rabid animal refuses to comply with the<br />
<strong>regulation</strong>s herein, such animal shall be immediately destroyed.<br />
5. The owner of an impounded animal shall bear <strong>and</strong> be responsible for<br />
the payment of all impoundment fees, all expenses incurred during<br />
such impoundment.<br />
6. Nothing contained in this section shall in any way be construed to be<br />
contrary to or effect the operation of Section 95.21 of the Wisconsin<br />
Statutes.<br />
9.0309 CRUELTY TO ANIMALS AND BIRDS PROHIBITED<br />
No person, except a peace officer or health or humane officer in pursuit of his<br />
duties, shall within the City, shoot, kill, or commit an act of cruelty on any animal or<br />
bird.<br />
9.0310 NEGLECTED OR ABANDONED ANIMALS; POLICE POWER<br />
Any police officer may shelter <strong>and</strong> care for any animal found to be cruelly exposed<br />
to the weather, starved, neglected, or ab<strong>and</strong>oned, <strong>and</strong> may deliver such animal to<br />
another person to be sheltered, cared for, <strong>and</strong> given medical attention, if necessary.<br />
In all cases the owner, if known, shall be immediately notified <strong>and</strong> the person having<br />
