Review fragmented infrastructure grant programs<br />

to local governments to optimise prioritisation,<br />

reduce overlap and duplication and improve<br />

alignment with the SIP. This review will also<br />

consider alternative allocation models such as<br />

the UK City Deals approach.<br />

12 Deputy Premier’s <strong>Infrastructure</strong><br />

Innovation Challenge<br />

Challenge industry to put forward innovative<br />

solutions to the infrastructure challenges<br />

outlined in the SIP. The challenge will leverage<br />

off the state’s Advance Queensland initiatives by<br />

providing dedicated funding to develop innovative<br />

infrastructure ideas.<br />

13 Market-led proposals<br />

Continue to use the market-led proposals process<br />

to engage with industry in relation to innovative<br />

solutions to the state’s infrastructure challenges<br />

and appropriately manage risk.<br />

14 Establish a joint industrygovernment<br />

<strong>Infrastructure</strong><br />

Innovation Taskforce<br />

The state will establish a taskforce to examine<br />

and report back to government on a range of<br />

matters including:<br />

appropriate contract structuring and the use of<br />

local contractors for infrastructure delivery to<br />

enhance local economic outcomes<br />

how best to consider whole-of-life or “totex”<br />

costing models for state government<br />

infrastructure<br />

how to better make industry aware of<br />

upcoming projects and future opportunities,<br />

to maximise partnering opportunities for a<br />

wide range of businesses<br />

how to improve early market engagement,<br />

simplify infrastructure procurement contracts<br />

and streamline approvals<br />

opportunities in relation to using technology<br />

and data analytics to better use infrastructure<br />

non-asset based solutions to better use<br />

underutilised assets.<br />

15 Implement Building Information<br />

Management (BIM)<br />

The state will progressively implement the use<br />

of BIM into all major state infrastructure projects<br />

by 2023.<br />

16 Sustainability assessments<br />

All state government projects of greater than<br />

$100 million in value will include a sustainability<br />

assessment. For projects worth less than $100<br />

million, assessments will also be encouraged.<br />

17 Better asset use<br />

The state will improve the use of Queensland’s<br />

public assets by:<br />

progressively rolling out strategic asset<br />

management plans (SAMPs) across all<br />

Queensland Government agencies, including<br />

statutory authorities<br />

undertaking an independent audit of<br />

Queensland Government agency (including<br />

statutory authorities) assets to identify<br />

underutilised capacity<br />

partnering with the Local Government<br />

Association of Queensland to develop and<br />

deliver an education program aimed at building<br />

asset management capability in Queensland<br />

Government agencies and local governments.<br />

18 Develop a community needs focus<br />

on infrastructure use<br />

Place-based infrastructure planning will be<br />

improved by partnering with community groups,<br />

industry and all levels of government to facilitate<br />

more collaborative and cost-efficient uses of<br />

state social infrastructure assets (for example,<br />

co-location and shared use).<br />
