5. prescribe rules for the use of computers for storing and recording of data;<br />

6. prescribe rules for regulating and keeping the real estate brokers register;<br />

7. prescribe rules on valuing Real Property;<br />

8. prescribe rules for voluntary auction sale of Real Property and supervise such sales;<br />

9. determine fees payable for services provided by the Departm<strong>en</strong>t; and<br />

10. establish branches of the Departm<strong>en</strong>t as the Director G<strong>en</strong>eral deems appropriate.<br />

Chapter Five<br />

The Property Register<br />

Article (7)<br />

A Property Register will be maintained in the Departm<strong>en</strong>t to record all Real Property Rights<br />

and any am<strong>en</strong>dm<strong>en</strong>ts thereto. This Property Register will have absolute evid<strong>en</strong>tiary value<br />

against all parties and the validity of its data may not be impugned unless it is prov<strong>en</strong> to<br />

be the result of fraud or forgery.<br />

Article (8)<br />

Subject to the provisions of Article (7) of this Law, all electronically recorded Real Property<br />

docum<strong>en</strong>ts and reports will have the same evid<strong>en</strong>tiary value as the originals of such<br />

docum<strong>en</strong>ts and reports.<br />

Chapter Six<br />

Registration<br />

Article (9)<br />

All transactions that create, transfer, am<strong>en</strong>d, or extinguish Real Property Rights will be recorded<br />

in the Property Register. Likewise, final rulings validating such transactions will also be<br />

registered. Such transactions will not be deemed valid unless recorded in the Property Register.<br />
