Decree No. (43) of 2013<br />

Determining R<strong>en</strong>t Increases for Real Property<br />

in the Emirate of Dubai (1)<br />

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,<br />

After perusal of:<br />

Law No. (9) of 2004 Concerning Dubai International Financial C<strong>en</strong>tre and its am<strong>en</strong>dm<strong>en</strong>ts;<br />

Law No. (16) of 2007 Establishing the Real Estate Regulatory Ag<strong>en</strong>cy;<br />

Law No. (26) of 2007 Regulating the Relationship betwe<strong>en</strong> Landlords and T<strong>en</strong>ants in the<br />

Emirate of Dubai and its am<strong>en</strong>dm<strong>en</strong>ts;<br />

Decree No. (22) of 2009 Concerning Special Developm<strong>en</strong>t Zones in the Emirate of Dubai;<br />

Decree No. (2) of 2011 Concerning R<strong>en</strong>t in the Emirate of Dubai;<br />

Decree No. (26) of 2013 Concerning the R<strong>en</strong>t Disputes Settlem<strong>en</strong>t C<strong>en</strong>tre in the Emirate<br />

of Dubai; and<br />

The legislation regulating free zones in the Emirate of Dubai,<br />

Do hereby issue this Decree.<br />

Perc<strong>en</strong>tages of Increase<br />

Article (1)<br />

Wh<strong>en</strong> r<strong>en</strong>ewing real property lease contracts, the maximum perc<strong>en</strong>tage of r<strong>en</strong>t increase<br />

for real property in the Emirate of Dubai will be as follows:<br />

a. no r<strong>en</strong>t increase, where the r<strong>en</strong>t of the real property unit is up to t<strong>en</strong> perc<strong>en</strong>t (10%)<br />

less than the average r<strong>en</strong>tal value of similar units;<br />

b. five perc<strong>en</strong>t (5%) of the r<strong>en</strong>t of the real property unit, where the r<strong>en</strong>t is elev<strong>en</strong> perc<strong>en</strong>t<br />

(11%) to tw<strong>en</strong>ty perc<strong>en</strong>t (20%) less than the average r<strong>en</strong>tal value of similar units;<br />
