Private and commercial Transportation<br />
The role that traffic operations and travel option strategies will play in <strong>Greater</strong> <strong>Irbid</strong> <strong>Municipality</strong>’s future is significant. The<br />
size <strong>of</strong> the congestion problem in the city’s areas is more significant than these actions will be able to address alone, but<br />
they do represent a part <strong>of</strong> the solution.<br />
Rapidly removing crashed vehicles, timing the traffic signals so that more vehicles see green lights, improving road and<br />
intersection designs, or adding a short section <strong>of</strong> roadway are relatively simple actions with big pay<strong>of</strong>fs. The strategies<br />
summarized here and mentioned in each municipal area discussion can create congestion benefits if they are implemented<br />
on the congested roads and on many parallel and intersecting roads, lanes or transit routes.<br />

But before the <strong>Municipality</strong> starts working on these actions, it is important to ensure that the planned actions will be well<br />
implemented and supported by the local community.<br />
Knowing that the transportation sector has an important role in the citizens’ life as a lot <strong>of</strong> time and money is spent over<br />
the roads. Resolving the congestion problems in the streets that usually affect specific groups <strong>of</strong> people is very important;<br />
for that it is imperative to have public input into the planning process. So, the most important part in the transportation<br />
plans is to create ‘’CITIZEN ADVISORY COMMITTEES’’<br />
A Citizen Advisory Committee is a collection <strong>of</strong> stakeholders’ representatives assembled to provide public input into the<br />
planning process. The committees have an obligation to keep their constituents informed <strong>of</strong> the development and<br />
operations <strong>of</strong> transportation projects in their area. They also serve as a representative body during meetings where project<br />
information is discussed. Committees <strong>of</strong>ten speak for or against projects on behalf <strong>of</strong> their constituents. These groups can<br />
provide credibility to a project or process, and help ensure that citizen feedback is representative <strong>of</strong> community interests<br />
and concerns.<br />
A citizen advisory committee can be formed at a project’s initiation to guide the project development process. An<br />
alternative solution would be for them to act can act as ad hoc committees to provide input whenever it is needed.<br />
A citizen advisory committee must include individuals who understand the needs <strong>of</strong> those they represent. The public must<br />
trust the committee to provide accurate information and adequately express their concerns regarding the project, even<br />
though the public may not always embrace the committee’s recommendations, and the group may not always reach<br />
consensus. The committee process can be labour-intensive, so the municipality must devote sufficient staff support for<br />
them to be productive.<br />
Citizen advisory committees are especially useful from the initial stages <strong>of</strong> transportation projects. The committee<br />
composition should ensure that all interests are properly represented. The <strong>Municipality</strong> should be available to assist the<br />
committees without interfering with their function<br />
