Local Electricity Production<br />
Establishment <strong>of</strong> a 16 MW Solar/Photovoltaic Cell Station<br />
Background<br />
Jordan bears the highest financial cost to support the internally displaced people<br />
whose number reached 1.4 million. This has created financial and economic burden<br />
on the local community that has contributed to the displaced people, leading to an<br />
increase in its expenditures and inadequacy <strong>of</strong> the previous development plan due<br />
to the sudden and steady population growth. This addresses a higher need to the<br />
increased development projects and infrastructure investments resulting from the<br />
excessive use and the inability to cover all the needs in the near future.<br />
As a result, the demand for electricity has largely increased because <strong>of</strong> population<br />
increase and growth which is significantly accompanied by the governmental<br />
subsidies <strong>of</strong> the electricity prices, amounting to more than JOD 1.9 billion. The<br />
National Electric Power Company is facing a loss <strong>of</strong> 53 piasters for every dinar <strong>of</strong><br />
electricity consumed in the Kingdom, on which the government subsidizes 1.9 billion<br />
dinars annually.<br />
Because <strong>of</strong> population increase and migration from neighbouring countries such as<br />
Syria - Iraq - Yemen - Libya ... etc., <strong>Greater</strong> <strong>Irbid</strong> <strong>Municipality</strong> suffers greatly from the<br />
burden on its energy bill, an increase that reached JOD 4 million per year due to the<br />
rising prices for the fuels used and expansion <strong>of</strong> the <strong>Greater</strong> <strong>Irbid</strong> <strong>Municipality</strong><br />
organizational area. The increase in energy consumption is attributed to the need for<br />
additional services, which are steadily growing; thus, reducing energy expenditure,<br />
diversifying its sources and reducing harmful emissions are required.<br />
Description <strong>of</strong> the action<br />
Establishing a power station using the best solar cell systems on a 500 dunum plot <strong>of</strong><br />
land located in the village <strong>of</strong> Al-Khanasri. The village is characterized by high<br />
brightness and technical appropriateness for the establishment <strong>of</strong> this station, where<br />
the electricity will be transferred through national electricity grid, knowing that:<br />

- A permit for the establishment <strong>of</strong> a 16 MW solar power plant has been obtained<br />
and approved by the Ministry <strong>of</strong> Environment, Ministry <strong>of</strong> Energy and Mineral Resources, Ministry <strong>of</strong> Municipal Affairs,<br />
Electricity Regulatory Commission, and the Electric Power Company;<br />
- The approval for transmitting the generated electricity through its grid has been obtained by the National Electricity<br />
Power Industry;<br />
- An actuarial study <strong>of</strong> the energy bill for 2017 has been made;<br />
- The <strong>Municipality</strong> will train skilled personnel on the maintenance and continuity <strong>of</strong> the station.<br />
