Solid Waste Management<br />

Updating the Solid Waste Management, Collection and<br />

Transportation<br />

Background<br />

Some important recommendations have been made through the Master Plan for<br />

Municipal Solid Waste in the <strong>Greater</strong> <strong>Irbid</strong> <strong>Municipality</strong>.<br />

It is currently possible to improve the performance <strong>of</strong> waste collection in anticipation<br />

<strong>of</strong> the governmental strategic plan through the elaboration <strong>of</strong> the following tasks.<br />

Institutional/Organizational<br />

- Written procedures, description <strong>of</strong> tasks, and thus assessment <strong>of</strong> staff<br />

performance, specific routes for waste collection and transport, container<br />

locations, electronic data processing, and monitoring and evaluation <strong>of</strong> data;<br />

- Increased level <strong>of</strong> knowledge and skills <strong>of</strong> employees and training;<br />

- Identification <strong>of</strong> clear lines <strong>of</strong> responsibility <strong>of</strong> the staff concerned between<br />

administrations and informal departments;<br />

- A mentorship program for newly appointed municipal staff and written<br />

procedures to assess staff performance;<br />

- The current 23-sector waste collection and transport organization should be<br />

reviewed to provide services in a cost-effective manner.<br />

Solid Waste Collection Routes and Container Locations<br />

- Maps should be available for the collection and transport <strong>of</strong> wastes with their<br />

routes and container locations;<br />

- The container location should be planned;<br />

- The optimal movement <strong>of</strong> waste collection and data optimization should be<br />

assessed.<br />

Maintenance and Repair<br />

- Schedule a technical inspection <strong>of</strong> vehicles and equipment;<br />

- Solid waste is collected by mechanisms from different sources, and therefore many spare parts must be purchased, a<br />

task that takes time and additional cost.<br />

The cost <strong>of</strong> collection and transportation<br />

<strong>Greater</strong> <strong>Irbid</strong> <strong>Municipality</strong> collects more than 600 tons <strong>of</strong> waste per day that is steadily increasing as a result <strong>of</strong> the<br />

continuously increasing population, affecting the proportion <strong>of</strong> organic materials (67%) and inorganic recyclable ones (33%,<br />

comprising <strong>of</strong> plastic, glass, metal etc.). The municipality transports these wastes to the landfill, which is about 35 km away<br />

from it, thereby costing about JOD 40 per day per ton, amounting at an annual total cost <strong>of</strong> about JOD 8,760,000. This<br />

includes the annual cost <strong>of</strong> fuel consumption for waste transportation that reaches JOD 700,000.<br />
