17. Pursuant to paragraph 9 of General Assembly resolution 47/192, a voluntary<br />

fund was established in the Secretariat for the purpose of assisting developing<br />

countries, especially those most concerned by the subject-matter of the<br />

Conference, in particular the least developed among them, to participate in the<br />

Conference. Contributions to the Fund were made by the Governments of Canada,<br />

Japan, Norway and the Republic of Korea.<br />

IV. OFFICERS AND COMMITTEES<br />

18. At its first meeting, the Conference elected Mr. Satya N. Nandan (Fiji) as<br />

its Chairman.<br />

19. The Conference also elected the representatives of Chile, Italy and<br />

Mauritania as Vice-Chairmen.<br />

20. The Conference appointed the representatives of the following States as<br />

members of the Credentials Committee: Antigua and Barbuda, Argentina, Burundi,<br />

China, Kenya, New Zealand, Papua New Guinea, Russian Federation and United<br />

States of America. At its first meeting, on 28 July 1993, the Credentials<br />

Committee elected Mr. Alberto Luis Daverede (Argentina) as its Chairman.<br />

21. At the first and second sessions, Mr. Carl-August Fleischhauer,<br />

Under-Secretary-General for Legal Affairs, the Legal Counsel, and thereafter<br />

Mr. Hans Corell, served as Secretary-General of the Conference, representing the<br />

Secretary-General of the United Nations. For the first four sessions,<br />

Mr. Dolliver L. Nelson, and thereafter Mr. Moritaka Hayashi, served as Secretary<br />

of the Conference.<br />

22. In accordance with paragraph 11 of General Assembly resolution 47/192, FAO<br />

provided an officer, Mr. David J. Doulman, to serve as Scientific and Technical<br />

Adviser to the Conference.<br />

V. DOCUMENTATION OF THE CONFERENCE<br />

23. The Conference documentation 5/ included, inter alia, the following:<br />

(a) Rules of procedure; 6/<br />

(b) Proposals and other communications submitted by delegations; 7/<br />

(c) Reports and studies submitted by the Secretariat, FAO and IOC; 8/<br />

(d) Reports and comments submitted by intergovernmental organizations,<br />

regional and subregional fisheries organizations and arrangements; 9/<br />
