58. National and regional programmes should ensure that there is a balance between the projects<br />

to be undertaken to implement national and regional priorities and the sources of funding available.<br />

59. Where recourse to external sources and mechanisms for financial resources is necessary, the<br />

mix of the various possibilities that will be appropriate will vary from country to country. The<br />

pattern of funding will have to be determined in accordance with the decisions on individual<br />

projects.<br />

60. Further, countries in need of assistance may need help in capacity-building for:<br />

(a) Development of national programmes of action;<br />

(b) Preparation of national assessments on each source-category;<br />

(c) Identification of ways and means of funding the implementation of the national plans.<br />

61. National and international financial institutions, bilateral donors and other competent regional<br />

and international organizations should assist in this capacity-building task.<br />

62. As part of the process of ensuring that intergovernmental agencies and other international<br />

bodies take due account of this <strong>Programme</strong> of Action, and in view of the particular significance of<br />

external finance for countries in need of assistance, it will be necessary for those international<br />

agencies concerned with the provision of finance, particularly in the form of grants and<br />

concessionary loans, to ensure that their policies give appropriate priority to assistance for projects<br />

aimed at the implementation of the <strong>Programme</strong>. A similar approach is also needed for bilateral<br />

assistance. <strong>International</strong> financial institutions should provide information on the amounts and terms<br />

of the financial resources that they might provide, in particular to countries in need of assistance.<br />

63. Improved cooperation and coordination is essential among national institutions, international<br />

organizations, including financial institutions, and the private sector and non-governmental<br />

organizations, to enhance the effectiveness of the delivery of financial and other support.<br />

64. Mobilizing financial resources is not a one-off task. As part of the follow-up process to this<br />

<strong>Programme</strong>, periodical reviews should be undertaken by the intergovernmental meetings referred<br />

to in paragraph 77 below as to whether it has been possible to achieve an appropriate balance<br />

between the scale and type of funding required and that which has been available in practice. In<br />

the light of such reviews, a conclusion will have to be reached on any problems encountered over<br />

access to new and additional funding sources and mechanisms, in accordance with the<br />

commitments in Agenda 21.<br />
