(c) Play a catalytic role in the implementation at the international level with other organizations<br />

and institutions.<br />

75. It is important that in fulfilling this role, including the secretariat function, UNEP should<br />

undertake it in an efficient and cost-effective manner, supported largely by the existing resources,<br />

expertise and infrastructure available in all components of UNEP's programmes. UNEP should be<br />

flexible and responsive to the evolving needs of the <strong>Programme</strong> and the availability of resources,<br />

e.g. from trust funds.<br />

76. In facilitating the effective implementation of the <strong>Programme</strong> of Action, UNEP should<br />

maintain a close partnership with other organizations and bodies, such as IMO, WHO, FAO, the<br />

World Meteorological Organization (WMO), UNDP, UNIDO, the Intergovernmental<br />

<strong>Ocean</strong>ographic Commission of the United Nations Educational, Scientific and Cultural<br />

Organization (UNESCO/IOC), IAEA, the World Bank and regional development banks, GEF and<br />

UNCHS (Habitat), as well as regional bodies supporting the implementation of regional seas and<br />

relevant freshwater programmes. An appropriate division of tasks is of essential importance to<br />

ensure the efficient and cost-effective implementation of the <strong>Programme</strong> of Action.<br />

77. UNEP should, in close collaboration with the relevant organizations and institutions, convene<br />

periodic intergovernmental meetings to:<br />

(a) Review progress on implementation of the <strong>Programme</strong> of Action;<br />

(b) Review the results of scientific assessments regarding land-based impacts upon the marine<br />

environment provided by relevant scientific organizations and institutions, including GESAMP;<br />

(c) Consider reports provided on national plans to implement the <strong>Programme</strong> of Action;<br />

(d) Review coordination and collaboration among organizations and institutions, regional and<br />

global, that have responsibilities and experience with respect to prevention, reduction and control of<br />

impacts upon the marine environment from land-based activities;<br />

(e) Promote exchange of experience between regions;<br />

(f) Review progress on capacity-building (section A of this chapter) and on mobilization of<br />

resources (section B of this chapter) to support the implementation of the <strong>Programme</strong> of Action, in<br />

particular by countries in need of assistance and, where appropriate, provide guidance;<br />

(g) Consider the need for international rules, as well as recommended practices and<br />

procedures, to further the objectives of the <strong>Programme</strong> of Action.<br />

78. In preparation for these meetings, States should be encouraged to provide reports, directly or<br />

through relevant regional organizations, on the implementation of the <strong>Programme</strong> of Action. Nongovernmental<br />

organizations would also be invited to report on relevant activities.<br />
