(e) Restoration of coastal habitats that have suffered decline or loss as a result of human<br />

activities.<br />

(b) Regional actions<br />

153. Regional actions should include formulation and adoption of regional-scale approaches to<br />

safeguarding critical habitats such as:<br />

(a) Regional systems of marine and coastal protected areas;<br />

(b) Regional programmes of action and protocols on important species and habitats;<br />

(c) Regional approaches to management of important living marine resources, in particular<br />

where the spatial scales of their life-stages transcend national boundaries;<br />

(d) Cooperation between regional marine environment programmes and regional fisheries<br />

organizations.<br />

(c) <strong>International</strong> actions<br />

154. <strong>International</strong> actions include:<br />

(a) The coordination and formulation of guidelines for the preservation of habitat and normal<br />

ecosystem functions in coastal areas, particularly in the context of integrated coastal area<br />

management. Such activities should take advantage of and be consistent with existing international<br />

mechanisms and agreements;<br />

(b) Participation in a clearing-house for providing information on technologies and experiences<br />

regarding coastal-zone-management methodology;<br />

(c) Cooperation with countries in need of assistance, through financial, scientific and technical<br />

support, in the development and implementation of environmentally sound land-use techniques,<br />

planning and practices to prevent and control the negative effects of physical alterations.
