(c) Financial mechanisms (including innovative approaches to provide continuing and<br />

(d) Means of identifying and pursuing research and monitoring requirements in support of the<br />

programme;<br />

(e) Contingency planning;<br />

(f) Human resources development and education;<br />

(g) Public participation and awareness (e.g., based on integrated coastal area management<br />

principles).<br />

III Regional Cooperation<br />

Basis for action<br />

29. Regional and subregional cooperation and arrangements are crucial for successful actions to<br />

protect the marine environment from land-based activities. This is particularly so where a number<br />

of countries have coasts in the same marine and coastal area, most notably in enclosed or semienclosed<br />

seas. Such cooperation allows for more accurate identification and assessment of the<br />

problems in particular geographic areas and more appropriate establishment of priorities for action<br />

in these areas. Such cooperation also strengthens regional and national capacity-building and offers<br />

an important avenue for harmonizing and adjusting measures to fit the particular environmental and<br />

socio-economic circumstances. It, moreover, supports a more efficient and cost-effective<br />

implementation of the programmes of action.<br />

Objectives<br />

30. To strengthen and, where necessary, create new regional cooperative arrangements and joint<br />

actions to support effective action, strategies and programmes for:<br />

a) Identification and assessment of problems;<br />

b) Establishment of targets and priorities for action;<br />

c) Development and implementation of pragmatic and comprehensive management<br />

approaches and processes;<br />

d) Development and implementation of strategies to mitigate and remediate land-based<br />

sources of harm to the coastal and marine environment.<br />
