(e) Including, where appropriate, clearly defined and targeted research and monitoring within<br />

projects.<br />

71. States welcome the priority to be given by the GEF operationalstrategy for international<br />

waters to impacts upon the marine environment from land-based activities.<br />

C. <strong>International</strong> institutional framework<br />

72. A number of international organizations and institutions, including non-governmental<br />

organizations, regional and global, have responsibilities and experience with respect to prevention,<br />

reduction and control of impacts upon the marine environment from one or more of the sourcecategories<br />

of land-based activities. The international institutional framework for implementation of<br />

this <strong>Programme</strong> of Action, therefore, should be based upon concerted action by States within the<br />

relevant organizations and institutions to accord attention and priority to impacts on the marine<br />

environment from land-based activities and concerted action by States to ensure effective<br />

coordination and collaboration among such organizations and institutions. In addition, the<br />

framework should make provision for regular review of the <strong>Programme</strong> of Action, including its<br />

implementation and necessary adjustments.<br />

73. The process of developing this institutional framework will require a series of interlinked steps.<br />

States should commit themselves to taking action within the international organizations and<br />

institutions with responsibilities and experience regarding impacts upon the marine environment<br />

from land-based activities:<br />

(a) To secure formal endorsement of those parts of the <strong>Programme</strong> of Action that are of<br />

relevance to such organizations and institutions;<br />

(b) To accord priority to the prevention, reduction and control of impacts upon the marine<br />

environment from land-based activities through the economic, social and environmental mandates<br />

of such organizations and institutions; and<br />

(c) To review regularly the state of knowledge and the state of the art with respect to the<br />

prevention, reduction and control of impacts upon the marine environment from land-based<br />

activities through the economic, social and environmental mandates of such organizations and<br />

institutions.<br />

74. Recognizing that States have the primary role in the implementation of this <strong>Programme</strong> of<br />

Action, UNEP, as the coordinator and catalyst of environmental activities within the United<br />

Nations system and beyond, should, through its programmes and secretariat role:<br />

(a) Promote and facilitate implementation of the <strong>Programme</strong> of Action at the national level;<br />

(b) Promote and facilitate implementation at the regional, including subregional, level through,<br />

in particular, a revitalization of the Regional Seas <strong>Programme</strong>; and
